DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />2.0 DESCRIPTION OF PROPOSAL <br />2.1 Overview <br />The City of Eugene Community Development Division, the "applicant", requests approval to implement <br />the land use components of the Downtown Riverfront Concept Plan, which was presented to City <br />Council on January 31, 2018. City Council initiated land use code amendments to implement the plan <br />on July 9, 2018. The land use components, identified herein as implementation tools, consist of a <br />concurrent request for approval of Code Amendments, Refinement Plan Amendments, Zone Changes, <br />Willamette Greenway Permit, Tentative Subdivision, and Standards Review approvals. <br />The Downtown Riverfront site (Figure 2-1) (subject property, subject site) is 26.87 acres in size and <br />comprised of 28 parcels (Table 1-1). As shown in Figure 2-1, the subject site is bounded by the <br />Willamette River to the north and east; University of Oregon (UO) Riverfront Research Park lands to <br />the east and south; the Union Pacific Railroad corridor and High Street to the south and west; and, 4th <br />Avenue to the north, with the exception of six parcels located north of 4th Avenue. <br />2.2 Background <br />The Eugene Water & Electric Board (EWEB) Riverfront Master Plan was adopted by the EWEB Board <br />in 2010, a key step in reconnecting downtown to the Willamette River. The Master Plan, which <br />included a significant multi-year public engagement process, was adopted by City Council in 2013 <br />along with land use policies to support its implementation, including establishment of the Downtown <br />Riverfront Special Area Zone (S-DR). In November 2013, the EWEB Board of Directors declared as <br />surplus approximately 17 acres. The City determined that redevelopment of the property had the <br />potential to achieve the following objectives: <br />• Create a new downtown neighborhood; <br />• Provide an inviting place along the river for the entire community; <br />• Enhance connectivity along the riverfront path system; <br />• Strengthen the economic identity of the region with key connections to the downtown <br />innovation district, the Knight Campus, and the regional River Districts concept; and <br />• Become a signature destination and focal point in 2021 and beyond. <br />In 2017, the City of Eugene Urban Renewal Agency (Agency) entered into a Purchase and Sale <br />agreement with EWEB to purchase approximately 17 acres of surplus property, identified as the <br />Downtown Riverfront. That agreement provided for a due diligence period and completion of several <br />technical details necessary to finalize the Agency's purchase of the property. On April 17, 2018, the <br />Agency finalized the purchase of approximately 17 acres from EWEB. Concurrent with the Agency's <br />purchase of the surplus property, EWEB conveyed to the City approximately three additional acres, <br />along the Willamette River, for development of a new Riverfront park. <br />On June 16, 2017, the Agency entered into an Exclusive Negotiation Agreement with Williams/Dame <br />Associates (WDA), the development entity selected through EWEB's Request for Qualifications process <br />following the University of Oregon Foundation's withdrawal. On January 24, 2019, a Development and <br />Disposition Agreement (DDA) was signed between the Agency and WDA for approximately 8 acres of <br />the subject site. The Exclusive Negotiation Agreement with WDA does not include the historic EWEB <br />Steam Plant included within the surplus property being purchased by the Agency. This allows the <br />Agency to consider a broad range of future uses for the Steam Plant, particularly uses that have the <br />potential to attract a wide range of community members to the Downtown Riverfront. <br />City of Eugene FINAL SUBMITTAL 4 <br />
