I only to "areas recommended for preservation or park usage," and because the <br />2 hearings official concluded that the subject property is not an area that is <br />3 "recommended for preservation or park usage," the hearings official found that <br />4 the above-quoted SHS recommendation did not apply to the proposed PUD. <br />5 In the alternative, the hearings official evaluated whether the proposed <br />6 PUD is consistent with at least one of the seven listed "purposes of this <br />7 section," and concluded that the PUD is consistent with three of the seven listed <br />8 purposes. Accordingly, the hearings official found that the PUD is consistent <br />9 with the applicable SHS policies. The planning commission concurred with the <br />10 hearings official's findings, quoting with approval a statement in a staff report <br />11 that the "Ridgeline Park section of the [SHS] is primarily intended for areas <br />"2. To protect areas of high biological value in order to provide <br />for the continued health of native wildlife and vegetation; <br />"3. To insure provision of recreational areas in close proximity <br />to major concentrations of population; <br />"4. To provide connective trails between major recreational <br />areas; <br />"5. To provide connective passageways for wildlife between <br />important biological preserves; <br />"6. To contribute to Eugene's evergreen forest edge; <br />"7. To provide an open space area as a buffer between the <br />intensive level of urban development occurring within the <br />urban service area and the rural level of development <br />occurring outside the urban service area." <br />Page 26 <br />
