I "That all vacant property above an elevation of 901 [feet] be <br />2 preserved from an intensive level of development, subject to the <br />3 following exceptions: <br />4 "l. Development of individual residences on existing lots; and <br />5 "2. Development under planned unit development procedures <br />6 when it can be demonstrated that a proposed development is <br />7 consistent with the purposes of this section. <br />8 "That the area specified for preservation be protected through a <br />9 variety of techniques including but not limited to acquisition, <br />10 scenic easements, density transfers, and dedication." <br />11 In discussing the above-quoted SHS language, the hearings official noted <br />12 that the purpose statement of the Ridgeline Section of the SHS states that "any <br />13 areas recommended for preservation or park usage should serve at least one of <br />14 seven listed purposes.9 Because the "purposes of this section" appear to relate <br />9 The Ridgeline Park section of the SHS states, in relevant part: <br />"The south hills constitute a unique and irreplaceable community <br />asset.
