North Campus Conditional Use Permit (CU 18-1 WG 18-12) <br />First Open-Record Response October 10, 2018 <br /> <br />UniversityÈs proposal nevertheless addresses these criteria in order to demonstrate that future <br />development will be consistent with development standards. <br />Exhibit G shows that the UO campus currently contains a code surplus of 738 parking spaces. <br />Sheet L02 Site Plan (Exhibit A) identifies two future parking structures planned for construction <br />in the North Campus area. Some of the planned parking supply in North Campus is intended <br />to address Knight Campus future needs, and other parking supply is intended to replace <br />surface parking displaced by Knight Campus and other current projects, and to provide <br />additional capacity for future parking removal and needs. In addition to the future North <br />Campus parking structures, the Campus Physical Framework Vision (ÅFramework Vision <br />ProjectÆ) proposes additional future parking facilities located in other areas of campus that are <br />intended to provide capacity to serve the universityÈs future needs. <br />The UO campus contains land zoned PL, S-WS, and S-RP, among other zones. The need for <br />parking, in compliance with City code requirements, is evaluated on a campus-wide basis. <br />The city has recognized this in prior land use decisions. See 1997 and 2017 parking <br />adjustment decisions included in the UniversityÈs October 3, 2018 first open record period <br />materials. The provisions of EC 9.3715(1) allow for greater separation between structures and <br />parking to be approved through the Master Site Plan process, which is consistent with how <br />parking supply is planned and provided on the campus. <br />A narrow interpretation of EC 9.3715(1) that disregards the unambiguous code language that <br />allows Ågreater separation \[if it\] is specifically approved through the master development plan <br />approval processÆ coupled with no allowance for greater separation would result in a need to <br />construct multiple surface parking lots and access connections within 400 feet of each <br />structure to be served; resulting in unnecessary pavement and parking areas, contrary to the <br />land conservation goals of the RP zone. The UO Campus Plan, Framework Vision Project, and <br />Master Site Plan all promote compact urban development, pedestrian-oriented development, <br />walkability, and safety. The allowance for greater separation between buildings (structures) <br />and parking supply, as approved through the Master Site Plan and CUP approval process, is <br />consistent with this planning framework and the realities of a campus environment. The <br />University therefore requests that the Hearings Official find that the default 400-foot parking <br />separation is not appropriate in the RP zone and instead approve the UniversityÈs proposed <br />parking in the RP zone as shown on the Master Site Plan and as permitted by EC 9.3715. <br />EC 9.3730 <br />Eugene Code Section 9.3730 (S-RP Riverfront Park Special Area Zone Required Reporting) <br />requires owners and developers of development sites within the Riverfront Park Special Area <br />Zone to submit annual reports to the cityÈs planning and development director that provide <br />data demonstrating compliance with the permitted uses in the zone. This requirement is not <br />among the approval criteria for the UniversityÈs current Master Site Plan conditional use permit <br />application, however. <br />That said, the University did submit reports to the City when the prior CUP (CU88-16) was <br />effective. The UniversityÈs most recent report from 2011 shows that the University was in <br />compliance with the use requirements listed in EC 9.3730 at the expiration of the prior <br />approved Master Site Plan. Moreover, the University agrees to submit required annual reports <br />following approval of the UniversityÈs proposed CUP. <br />Cameron McCarthy 2 <br /> <br />
