BOHNER Rodney T <br />From:miaya <miaya@aol.com> <br />Sent:Wednesday, September 05, 2018 4:09 PM <br />To:BOHNER Rodney T <br />Subject:"Needed housing" code ORS 197.303 and Lombard Apts <br />Dear Mr. Bohner, <br />I'm writing in regard to Evergreen LLC making use of ORS 197.303 in order to build 94 <br />market rate apartments without needing to follow the usual building codes and <br />regulations. It seems apparent to me that Evergreen LLC is misusing ORS 197.303 in <br />claiming that these 94 apartments are needed. <br />I can imagine that there is a need for market rate housing in some markets, but surely <br />you can see that the 8000 empty market rate apartments here in Eugene (according to <br />our local Housing Authority in a report to the city council in December of 2017) does not <br />make Eugene a candidate for more of the same. <br />What Eugene is in desperate need of is 15,000 reasonably-priced low-cost housing units. <br />Allowing Evergreen LLC to build more unneeded housing on land that is no longer listed <br />in a flood zone, seems to me to be huge mistake by anyone who says they care about all <br />of the people of Eugene. Building 94 more market rate units will do nothing for the <br />15,000 people in need of the low-cost housing, and will simply add to the glut of empty <br />units in the Eugene area. <br />We can only hope the 94 units will stay empty, because if they don't, the public at large <br />will be endangered by the addition of 128 plus automobiles entering and exiting onto <br />and off River Road, an already over-burdened roadway. Because the "needed housing" <br />statute allows the developer to disregard a traffic report and thus any alterations of the <br />roadway so as to create traffic safety, the public will be stepping into harm's way each <br />time we make use of the public roadway and sidewalks between Fir Lane and Hansen <br />Lane. <br />I would hope that the planning commission can see through the self-serving desires of a <br />developer who is using ORS 197.303 for its own monetary gain. Evergreen LLC has <br />shown itself to not be a company of great integrity in the Eugene area. They are here to <br />make money and they are using ORS 197.303 to create greater profits for themselves <br />and in the process an unsafe public roadway for Eugene. <br />If nothing else, demand that a trip report be mandatory and alterations to the roadway <br />be made for the safety of all if the trip report warrants it. <br />Sincerely, <br />Miaya Sustaita <br />505 River Rd <br />Eugene - <br />1 <br />82 <br /> <br />
