addresstheproposedimpacts.Thereismorethanadequateinformationtodemonstrate <br />consistencywith9.3725(1)(b)fromatechnicaltransportationfacilityperspective. <br />EachyeartheapplicantsubmitstotheCityaParkingCodeComplianceReportthatcontainsthe <br />annualanalysisofstudentenrollmentandautomobileparkingspacesoncampus.Theintentof <br />thisdocumentistomeasurecontinuedcompliancewithCitylandusecodesforrequired <br />parking,basedonthe/źƷǤƭacceptanceofa1997studyusedtojustifya50percentreductionin <br />requiredparkingspaces.Asaresult,anannualreviewofcodecomplianceandthereviewofthe <br /> <br />hƭtransportationdemandmanagementprogramswasrequired.Sincethis1997study,the <br />UOhasannuallyprovidedthenecessaryinformationasrequired. <br />ThetripgenerationresultingfromthecurrentproposalislessthanthatapprovedinCU8816, <br />andthetripgenerationisfurtheroffsetbythemajorimprovementstopublicfacilitiesthathave <br />occurredsincetheapprovalofCU8816.Alongwithimplementationofplannedimprovements <br />toaccommodatetheproposeddevelopmentoftheNorthCampusarea,plannedpublic <br />facilitieswillaccommodatetherequirementsoftheproposeddevelopment.Inaddition,each <br />structurethatissubmittedforbuildingpermitmustsubmitananalysisoftheparkingdemand <br />forthatstructureinordertoevaluatetheuseandparkingdemandinaccordancewiththe <br />LongtermDevelopmentPlanandtodemonstrateoverallcompliancethroughtheannual <br />ParkingCodeComplianceReport. <br />Theapplicationmaterialsincludesmappingofpotentialfuturepedestriancrossingsand/or <br />improvementsinFranklinBoulevard.Thewrittennarrativementionsaproposedoverpass <br />crossingoverFranklinBoulevardtoimprovethepedestrianconnectionoftheNorthcampus <br />withtheexistinguniversitycampussouthofFranklinBoulevard.Thesiteplans(sheetL03)show <br />anarrowacrossFranklinBoulevardjusteastoftheintersectionwithEast11 th Avenue. <br />FranklinBoulevardrightofwayisoutsideoftheboundaryoftheSRPzone.PlanningandPublic <br />WorksstaffnotesthatanyapprovaloftheproposedCUPdoesnotapproveorvestapedestrian <br />overpassoranyothertypeofcrossingwithintheFranklinBoulevardrightofway.Anyfuture <br />crossingorimprovementtoFranklinBoulevardwillneedtoconformtoEugeneCodeChapter7 <br />requirementsandissubjecttoPublicWorksreviewandapproval. <br />Basedontheabovefindings,thiscriterionissatisfied. <br />(c)Theproposeddevelopmentshallprotectvisualaccessfrommainentry <br />pointsfromFranklinBoulevardtotheriver/riparianvegetation. <br />Tofacilitateriparianrestoration,openspaceimprovements,andprotectionofviewsheds,the <br />applicanthasestablishedaRegulatoryPlanaspartofthemasterplan(seeSheetL01),with <br />morestringentdevelopmentregulationsthanarerequiredbytheEugeneLaneUseCode.The <br />applicableSRPzonestatesthatatleast40percentofthatportionofthedevelopmentsiteto <br />bedevelopedshallbelandscapedwithlivingplantmaterials,requiringthebuildingcoverage <br />andsiteelementstobecontainedwithin60percentofthedevelopmentsite.Forthearea <br />northoftherailroadtracks,theapplicantisproposingmaximumbuildingcoveragewellbelow <br />whatisallowedintheSRPzone.Theareasouthoftherailroadtrackswillcomplywiththe <br />UONorthCampus(CU181andWG182)September2018Page11 <br /> <br />
