UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />Provisions for security, such as lighting, will be provided between any parking areas located <br />outside the boundaries of the S-RP zone and the development site, and will be reviewed by the <br />city through the standard development review process. Therefore, this standard is satisfied. <br /> <br />(7) All utilities shall be installed underground unless specifically exempted <br />through the master site plan approval process. Exceptions shall be made <br />for such features as padmounted transformers, switch cabinets, back <br />flow prevention devices and closures needed to safely operate and <br />maintain utility systems. <br />All existing utilities that serve the subject site are provided underground. Any additional utilities <br />needed for the site, aside from those excepted above, will be installed underground and reviewed <br />through the standard development review process. Therefore, this standard is satisfied to the <br />maximum extent practicable. <br />8.5Outdoor Lighting Standards (EC 9.6725) <br />Proposed development within the North Campus area is subject to Outdoor Lighting Standards at <br />EC 9.6725 and will require Lighting Permits, as specified in EC 9.6725(6)(a). This section identifies <br />applicable standards that apply to distinct areas within the subject site based on the establishment <br />of outdoor lighting classifications (EC 9.6725(8)). All lighting fixtures are required to be cutoff with <br />additional shielding, as necessary to direct light within the boundaries of the developmentsite. <br />There are three distinct lighting classification areas within the subject site: conservation areas, <br />general development areas, and the recreation fieldsÈ development area. <br /> <br />Conservation Areas (Area 3 and 7) <br />Conservation areas are identified as Areas 3 and 7 on Sheet L01 Regulatory Plan (Exhibit A) and <br />are within the Intrinsically Dark Areas (O-1) classification. Within this area, lighting is discouraged <br />except where it is desirable to illuminate walkways, bike paths or other areas to be used after dark. <br />The following standards apply. In addition, the university will implement other best practices to <br />mitigate adverse impacts of the lighting toward the river. <br />ÅExcept for pedestrian/bike tunnels, the walkway or pathway shall be illuminated to a minimum <br />average maintained luminance of .3 foot-candle and not to exceed a maximum average <br />maintained luminance of .9 foot-candle. <br />The pedestrian/bike tunnel shall be illuminated to a minimum average maintained luminance of <br />4.0. <br />Any other lighting fixtures not illuminating walkways, bike paths, or tunnels shall be designed to <br />direct light downward, and light sources shall have an initial output of no more than 1,500 <br />lumens.Æ <br />General Development Areas (Area 1, 2, 4, and 6) <br />General development areas are identified as Areas 1, 2, 4, and 6 on Sheet L01 Regulatory Plan <br />(Exhibit A) and are within the High Ambient Light Areas (O-4) classification, which applies to: <br />Å\[P\]ortions of colleges and universities, high schools, the fairgrounds, and other areas zoned <br />PL determined by the planning director to have a high level of nighttime activity.Æ <br />Recreation Fields Development Area (Area 5) <br />Cameron McCarthy FINAL SUBMITTAL | Revised August 13, 2018 96 <br /> <br />
