UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />Based on the proposalÈs intent to implement of one of the aforementioned options for bike path <br />realignment, this standard is satisfied. <br />(2) Pedestrian-scale lighting shall be provided along the bicycle paths <br />required above. <br />Provisions of the S-RP Zone inherently ensure high-quality public amenities along the riverfront <br />including bike parking, ample setbacks to protect the riverbank, and adequate lighting. <br />Pedestrian-scale lighting will be provided along the bicycle path as required, and will be reviewed <br />by the city through the standard development review process for a future bike path alignment. As <br />discussed later, bike path lighting will comply with code standards for outdoor lighting. In <br />addition, the university will implement other best practices to mitigate adverse impacts of the <br />lighting toward the river. Therefore, this standard is satisfied. <br />(3) Street lights shall be provided along all public streets within the S-RP <br />zone. <br />Streetlights are provided along all existing public streets. No additional public streets are <br />proposed. Therefore, this standard is satisfied. <br />(4) Street trees shall be provided along all public streets within the S-RP <br />zone. <br />Street trees are provided along all existing public streets. No additional public streets are <br />proposed. Therefore, this standard is satisfied. <br />(5) Setback sidewalks shall be provided along all public streets within the S- <br />RP zone, unless an alternative pedestrian circulation system of <br />substantial equivalency is specifically approved as part of the master site <br />plan approval process. <br />The proposal does not involve new public streets. Existing public streets within the subject site <br />include Riverfront Parkway and Millrace Drive. The portion of Riverfront Parkway between Millrace <br />Drive and the Millrace has setback sidewalks. Millrace Drive and other portions of Riverfront <br />Parkway have curbside sidewalks. As illustrated on Sheet L03 Pedestrian and Bicycle Primary <br />Circulation Plan, the proposal includes an expanded and improved pedestrian circulation system. <br />The Applicant requests flexibility to develop curbside sidewalks along Millrace Drive, in conjunction <br />with future building development, in order to match existing conditions and respond to site <br />constraints. Millrace Drive is a low-volume and low-speed public street. The construction of <br />curbside sidewalks enable the ability to create a larger landscape area, as opposed smaller <br />landscape areas on either side of the sidewalk).
