Future development could include university-owned housing, a multiple-family <br />use. Compliance with (2)(f) above will be evaluated at the time of development and the CityÈs land <br />use review component of the Construction Permit approval process ensures that interior yard <br />standards will be met on a project by project basis. Based on these findings, this standard is <br />satisfied. <br />(g) Except as provided above, all structures other than multiple-family <br />dwellings shall have no setback requirements. <br />Public improvements, including pedestrian and bicycle trails, public <br />plazas, and similar amenities, but excluding roads and parking areas, are <br /> <br />exempt from the setback requirements specified above. <br />Compliance with (2)(g) above will be evaluated at the time of development and the CityÈs land use <br />review component of the Construction Permit approval process ensures that this will be met on a <br />project by project basis. Based on these findings, this standard is satisfied. <br />(3) Required Building Separation and Profile Offsets. All buildings located <br />within 75 feet of the top of the south bank of the Willamette River shall <br />observe the following profile and separation requirements: <br />(a) The maximum building profile as seen from end to end of the side(s) <br />facing the river shall not exceed 200 lineal feet in total horizontal <br />length. <br />(b) Any building elevation parallel to the river shall not continue along <br />an uninterrupted, continuous plane for more than 100 feet. For the <br />purpose of this requirement, an uninterrupted, continuous plane is a <br />wall having no variation in exterior surface along its length of more <br />than 5 feet as measured at a perpendicular line from the plane of the <br />wall. <br />(c) Each building shall be separated by at least 50 feet from an <br />adjoining building, measured parallel to the river. <br />No building shall have a total horizontal length of more than 300 feet as <br /> <br />measured on its longest axis. <br />As noted, EC 9.3715 specifies that the development standards in the S-RP Zone supersede any <br />conflicting provisions with the general standards. The /WR Water Resources Conservation Overlay <br />Zone applies a 100-foot conservation setback to the Willamette River and a 40-foot conservation <br />setback to the Millrace, as measured from the top of bank. According to the provisions at (2)(a) <br />above, the Applicant could locate buildings within 75 feet from the top of bank of the river. <br />As illustrated on Sheet L01 Regulatory Plan (Exhibit A), the proposal includes a required 100-foot <br />conservation setback extending from the Willamette River and Millrace top of bank lines. Further, <br />the Applicant proposes a riparian enhancement setback of 200-feet for buildings and recreational <br />fields along most of the length of the property, as shown on Sheet L01 Regulatory Plan.
