MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5180, <br />the ordinance set forth in Attachment B, restricting the dates consumer fireworks may be <br />used to December 31, January 1, July 3 or July 4, limiting display fireworks to July 3 <br />through July 5, and adding Administrative Civil Penalty provision. <br />Council Discussion <br />• The problems surrounding fireworks are problems of enforcement and further restrictions <br />are not going to make things better. <br />VOTE: PASSED 5:2, Councilors Yeh and Clark and opposed. <br />5. ACTION: Ordinance #1: An Ordinance Concerning Secondary Dwellings and Amending <br />Sections 9.0500, 9.2010, 9.2011, 9.2740, 9.2741, 9.2750, 9.2751, 9.3115, 9.3125, 9.3210, <br />9.3215, 9.3310, 9.3510, 9.3810, 9.3815, 9.3910 and 9.3915 of the Eugene Code, <br />1971.Ordinance #2: An Ordinance Concerning Secondary Dwellings and Amending Section <br />9.0500 of the Eugene Code. Ordinance #3: An Ordinance Concerning Housing on Church, <br />Synagogue and Temple Property and Amending Sections 9.2740 and 9.2741 of the Eugene <br />Code. (City File CA 18-1) <br />MOTION: Councilor Clark, seconded by Councilor Taylor, moved to postpone consideration <br />of these ordinances on Item 6 until we've had one more Work Session on the subject. <br />Council Discussion <br />• Agree that there needs to be a more robust conversations around accessory dwelling units, <br />but comfortable moving forward on tonight's items. <br />AMENDED MOTION (including friendly amendment) AND VOTE: Councilor Clark, <br />seconded by Councilor Taylor, moved to postpone consideration of Council Bill 5184 and <br />Council Bill 5185 until we've had another Work Session on May 23. PASSED 7:0. <br />MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5186, <br />an Ordinance Concerning Housing on Church, Synagogue, and Temple Property. <br />Council Discussion <br />• This bill fixes a loophole that did not allow two dwellings to be built on places of worship. <br />VOTE: PASSED 7:0. <br />Council Discussion <br />• Questions raised about changing the use of "Secondary Dwelling Unit" to "Accessory <br />Dwelling Unit." <br />• Concerned about the lack of clarity and direction from the legislature on how to implement <br />SB 1051. <br />• Important to flesh out a sense of what Phase 2 is going to look like and how long it will take <br />at the May 23 work session. <br />• Many of the Phase 2 questions may need to be explored before deciding in Phase 1where <br />SDUs should be built. <br />• More information needed about what in the code makes it easy to build an ADU and what <br />the current impediments to building an ADU are. <br />• A workshop is planned during the June 11 work session time to get the community's <br />concerns on the table. <br />• Important to ensure that the people who actually design and build SDUs will be involved in <br />the workshop conversation. <br />MINUTES - Eugene City Council Meeting May 14, 2018 Page 3 <br />
