D. Adoption of a Resolution Approving a Low-income Rental Housing Property Tax Exemption <br />Renewal for Hilyard Terrace, Located at 535-695 Betty Niven Drive, Eugene, Oregon.(St. <br />Vincent de Paul Society of Lane County, Inc./Applicant) <br />E. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-03-08-00, <br />Tax Lot 307-located on Gilham Road north of Country Haven Drive). (Bruce Wiechert <br />Custom Homes; A 18-1) <br />Councilor Zelenka pulled Items C and D from the Consent Calendar. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve <br />the remaining items on the Consent Calendar. PASSED 7:0. <br />Council Discussion <br />• Important to recognize the Metropolitan Wastewater Management Commission Budget and <br />the poplar harvest management services included in the Capital Improvement Program. <br />VOTE ON ITEM C: PASSED. 7:0 <br />Council Discussion <br />• Low-income Rental Housing Property Tax Exemption renewals provide many affordable <br />units and should be celebrated. <br />VOTE ON ITEM D: PASSED 7:0 <br />3. PUBLIC HEARING: An Ordinance Concerning the Prohibition of Unlicensed Dogs Within <br />the Downtown Core and Amending Section 4.427 of the Eugene Code, 1971 <br />City Manager Jon Ruiz introduced the Public Hearing about the proposed ordinance regarding <br />dog licensing within the downtown core. Council is scheduled to take action on May 29. <br />1. Tiffany Edwards -expressed support on behalf of the Chamber for dog licensing downtown. <br />2. David Piccioni - voiced support for licensing because it might minimize euthanizing. <br />3. Susan Costa - expressed support for dog licensing in the downtown core. <br />4. Kimberly Gladen -spoke about safety issues and supported dog licensing downtown. <br />• Supportive of dog licensing because it requires a rabies shot. <br />• Questions raised about why the Dining Room was not apart of the downtown map. <br />Mayor Vinis adjourned the Public Hearing of the Eugene City Council and opened a meeting of <br />the Eugene Urban Renewal Agency. <br />4. URBAN RENEWAL AGENCY ACTION: Appointment to Riverfront Renewal Guides for the <br />Riverfront Urban Renewal Plan <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to appoint <br />the Mayor's nominee of Thomas Fiorelli to the River Guides. PASSED 7:0 <br />Mayor Vinis adjourned the meeting of the Eugene Urban Renewal Agency and reopened the <br />meeting of the Eugene City Council. <br />5.
