Rodney Bohner, Assistant Planner <br />Eugene Planning Division, Land Use Planning <br />99 West 10th Avenue, Eugene Oregon 97401 <br />RE: Lombard Apartment proposed development <br />July 9, 2018 <br />Dear Rodney, <br />Please submit this testimony to the June 27, 2018 Hearings Official, Fred Wilson. <br />On June 27 2018 I testified before you concerning the permit application <br />proposing the development of a 94 unit apartment complex on the north end of <br />Lombard Lane. <br />In this written testimony myself and neighbor Emery Blackwell document our <br />concerns for the absence of any consideration of the neighborhoods existing <br />transportation system. Adjacent to the proposed development’s southern <br />boundary is E Briarcliff Lane, Lombard Lane and Fir Lane. These three arterials <br />function as a woonerf, a European concept of a shared community transportation <br />space. Unlike roadways dedicated solely for automobiles, woonerf’s are shared <br />by pedestrian’s, bicycles, people using alternative transportation and cars. With <br />the shared space, woonerf’s calm traffic and lower auto speeds. Woonerf’s are <br />becoming increasingly popular in US residential neighborhoods because of the <br />safety they create. <br />Fir Lane, Lombard Lane and East Briarcliff Lane function as a woonerf. The City <br />of Eugene contributed to the woonerf design of Fir Lane when it added a shared <br />walking, biking and automobile section. <br />This modification on the south side of Fir Lane <br />can be seen here shaded in white and bordered <br />by a white stripe. Cars and trucks turning onto Fir <br />Lane from River Road can see pedestrians, <br />bicyclists and people using wheel chairs, walkers <br />and other assisted devices in the shared space so <br />they slow down. Frequently we see car traffic <br />pausing at either end of Fir Lane to wait for <br />pedestrians and others using human powered <br />transportation to clear the shared space. When <br />this happens vehicular traffic proceeds slowly and <br />with caution. We both have lived here for over 20 <br />years and during that time have not witnessed a <br />single accident on Fir, Lombard or Briarcliff. <br /> <br />
