By seeking a conditional use permit, this proposal in itself is in compliance with this <br />policy. <br /> <br />4. The following uses shall be permitted in the SD district for the <br />Riverfront Park area: <br />a) University programs and activities. <br />b) Uses related to the activities, research, and programs of <br />the University of Oregon, including light industrial, <br />research and development, and office. <br />c) A limited range of retail and non-retail uses permitted in <br />the C-I, Neighborhood Commercial District (see Appendix <br />B, Exhibit A). <br />d) Other retail and non-retail uses that complement <br />University activities. <br />e) Multiple-family dwellings. <br />The intent of this policy is to provide for a variety of uses within the subject property, and to <br />balance this development potential against its possible impact on other portions of the community. <br />This policy establishes direction to tie the development in this area to the primary distinguishing <br />feature, which is its proximity to the University of Oregon. This policy recognizes that the area's <br />proximity to the university is unique and it is this proximity which should ultimately determine the <br />range of uses uniquely appropriate for the site. The range of service uses permitted in the S-RP <br />Zone are limited to those which might be necessary to provide some of the services needed to <br />support employment and residential development in the area. The Zone is not intended to <br />duplicate the extensive range of services available in the commercial areas around the University <br />of Oregon, along Franklin Boulevard, and in the downtown area. As such, the proposal envisions <br />the site as a strategic location primarily for university programs and activities along with university- <br />related uses. Such uses include but are not limited to research, academic, administrative, physical <br />education and recreation, outdoor research and education, conservation, and university housing. <br />By focusing on university programs and activities, the proposal is in accordance with this policy. <br />The proposal does not suggest uses that are not permitted in the zone. Therefore, this policy is <br /> <br />satisfied. <br />5. Development standards within the SD, Special Development <br />District, applied to the Riverfront Park, shall be designed to: <br />a) Provide for intensity of development while recognizing the <br />environmental and open space attributes and <br />requirements of the area. <br />b) Recognize that proximity to alternate transportation <br />facilities may provide opportunities to reduce parking <br />requirements for certain industrial uses. <br />c) Provide for signing standards consistent with the <br />Cameron McCarthy FINAL SUBMITTAL | June 22, 2018 71 <br /> <br />
