UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />Fairmount Neighborhood Association Meeting <br />Representatives from the project team provided a project update to the Fairmount Neighborhood <br />Association on December 5, 2017, at the associationÈs regular monthly meeting. <br />Documentation <br />Additional outreach methods included several email updates to internal and external stakeholders <br />between meetings a project website maintained and regularly updated by CPFM staff with <br />responses to frequently asked questions. The university also made project update <br />announcements in Around-the-O on August 1, 2017, October 31, 2017, and January 9, 2018. <br />A summary of all scheduled outreach meetings and key outreach activities conducted for the <br />proposal is included as Exhibit E Outreach Summary. <br /> <br />Riverfront Park Study <br /> <br />A. Land Use Element <br />1. The City of Eugene shall apply the Special Development District <br />to property under University ownership. <br />The Special Development District zoning classification has been applied to the subject property <br />through the adoption of the Riverfront Research Park Special Area Zone (S-RP). Therefore, this <br />policy is addressed. <br /> <br />2. The City of Eugene shall consider Special District zoning for <br />other properties within the Riverfront Park Study area only at the <br />request of affected property owners. <br />This policy recognizes that the existing mix of zoning districts reflects existing land use patterns. <br />Changes in zoning will follow decisions by property owners regarding future use of their property. <br />Application of the Special District to properties not owned by the University of Oregon will be <br />evaluated on the ability of the subject site to meet the objectives and goals of the proposed use. <br />This proposal does involve or anticipate any changes or alterations to current zoning, as all <br />properties in question are currently owned by the University of Oregon. Therefore, this policy is <br />addressed. <br /> <br />3. For land zoned SD, Special Development, development <br />proposals shall be considered on a case-by-case basis through <br />the conditional use permit process. <br />This process provides a high degree of flexibility for development proposals and allows the city to <br />make development-related decisions on the basis of their conformance with predetermined <br />standards. This policy also recognizes that a large portion of the North Campus area lies within <br />the boundaries of the Willamette Greenway. Under the Conditional Use Permit process called for <br />in the Riverfront Research Park Special Area Zone (S-RP), new development located within the <br />Greenway boundaries must also comply with Willamette Greenway criteria specified in the Eugene <br />Code (EC 9.8815) and presented in Section 5.3.
