Agate Street and 11 <br />Avenue are both minor arterials and connect the site vicinity with other areas of Eugene. Riverfront <br />Parkway, Millrace Drive, Onyx Street, and Villard Street are all classified as local streets. Within the study <br />area, parking is generally regulated by UO staff and is provided at several surface lots. Metered on-street <br />parking is available on Villard Street. U-turns are allowed at intersections along Franklin Boulevard to <br />account for the presence of a grassy median. At the Franklin Boulevard/Onyx Street intersection, <br />westbound left turns and U-turns are accomplished via a short jug-handle in the northeast corner of the <br />intersection. <br />Pedestrian and Bicycle Facilities <br />Field observations and counts revealed a high level of pedestrian and bicycle activity on the study area <br />roadways, including movements crossing and parallel to Franklin Boulevard, consistent with the <br />surrounding University-associated land uses and generally urban environment. Each of the study area <br />roadways has sidewalks on both sides, but there are no separate bicycle facilities other than bicycle lanes <br />along Agate Street/Riverfront Parkway and in the eastbound direction on Franklin Boulevard between <br />13 th Avenue and Villard Street. Video observations at the study intersections revealed that pedestrian <br />push buttons are activated during nearly every cycle of the weekday AM and PM peak hours at the <br />Kittelson & Associates, Inc.
