Millrace Drive/Riverfront Parkway <br />1.Franklin Boulevard/E 11th Avenue <br /> <br />2.Franklin Boulevard/Onyx Street <br /> <br />3.Franklin Boulevard/Riverfront Parkway-Agate Street <br /> <br />4.Franklin Boulevard/Villard Street <br /> <br />Per scoping discussions with City staff and consistent with previous traffic analysis conducted for the <br />Knight Campus for Accelerating Scientific Impact, the weekday PM peak hour was identified as the critical <br />time period for this assessment. This document evaluates the following transportation issues: <br />Existing land-use and transportation-system conditions within the site vicinity during the <br /> <br />weekday PM peak hour; <br />Developments and transportation improvements planned in the study area; <br /> <br />Forecast year 2035 background traffic conditions (without the proposed North Campus) <br /> <br />during the weekday PM peak hour, based on the Eugene Transportation System Plan; <br />Trip generation and distribution estimates for the proposed North Campus; <br /> <br />Forecast year 2035 (with the proposed North Campus) total traffic conditions during the <br /> <br />weekday PM peak hour; and, <br />On-site traffic operations and circulation. <br /> <br />EXISTING CONDITIONS <br />The existing conditions identify the site conditions and current operational and geometric characteristics <br />of the roadways within the study area. These conditions will be compared with future conditions later in <br />this report. <br />Kittelson & Associates, Inc. (KAI) staff visited and inventoried the proposed North Campus project area <br />and surrounding study area in October 2017. At that time, KAI collected information regarding site <br />conditions, adjacent land uses, existing traffic operations, and transportation facilities in the study area. <br />Site Conditions and Adjacent Land Uses <br />The proposed North Campus is located on approximately 77 acres bounded by the Willamette River to <br />the north and Millrace Drive to the south. The site currently includes a mix of university, research park, <br />and recreation uses, including the university central power station and other buildings related to the <br />operations of the university, fine art studios, the Urban Farm, university research facilities, three <br />buildings that were developed as part of the Riverfront Research Park, surface parking lots, public bike <br />Kittelson & Associates, Inc.
