Bicycle parking standards are intended to provide safe, convenient, and <br />attractive areas for the circulation and parking of bicycles that encourage the use of <br />alternative modes of transportation. Long-term bicycle parking space requirements <br />are intended to accommodate employees, students, residents, commuters, and other <br />persons who expect to leave their bicycle parked for more than 2 hours. Short term <br />bicycle parking spaces accommodate visitors, customers, messengers, and other <br />persons expected to depart within approximately 2 hours. <br />Long term bike parking is required for multifamily developments at a ratio of one bike stall per unit. The <br />project proposes 96 bike stalls which exceeds the minimum requirement of 94 bike stalls. Bike storage <br />is provided in three locations; in a room that occupies the south half of the maintenance building, in a <br />separate bike storage building located on the north property line north of Building 1, and in a dedicated <br />room located at the south end of Building 1, on the ground floor. Bike storage is within enclosed <br />structures or rooms dedicated to bike storage, providing for safe storage of bicycles. Bike storage <br />options are convenient and attractive to residents as they are spread relatively evenly across the site, <br />offering reasonable proximity to all residents and are easily accessible at ground level. Bike storage <br />within the structures or dedicated rooms is configured such that there is a wide access aisle providing <br />for clear and reasonable access to all of the bike stalls. All access aisles meet or exceed the minimum <br />width of 5 feet and overhead clearance of 7 feet is accommodated in all of the bike storage areas <br />allowing for easy circulation in and out of the bike parking spaces. Bike parking is provided in two <br />options, horizontal with hoop style racks and vertical where bikes are hung from a wall. Horizontal <br />parking comprises 50 (52%) of the bike stalls while vertical parking comprises 46 (48%) of the bike stalls. <br />The adjustment would allow for half (23) of the vertical bike stalls to have the wheels above the floor. <br />The adjustment would result in 24% of the bike stalls having wheels above the floor while the majority, <br />76% will be on the floor. All of the racks will allow residents to secure their bikes to the racks and having <br />storage in dedicated rooms will further help provide safe all-weather storage for the residents' bikes. It <br />is reasonable to expect that a fair number of residents will have no issues with using the vertical stalls <br />where the wheels are above the ground. And having a small percentage of vertical stalls with wheels <br />above the floor does not prevent the project from providing bike parking that achieves the purpose of <br />the bike parking standards. <br />(b) Shared bicycle parking remains convenient and clearly visible for users. <br />In cases where the standard for required bicycle parking for a development site would require <br />in excess of over 1,500 bicycle spaces, the applicant may also seek an adjustment by <br />submitting for city review a Bicycle Management Program. The Bicycle Management Program <br />shall address how the applicant will encourage bicycle use and the rationale for requesting an <br />adjustment. City approval of the Bicycle Management Program shall constitute the granting of <br />an adjustment. <br />As noted above bicycle parking is conveniently located for all residents and to the extent that the actual <br />long-term bike parking stalls will not be visible from the exterior because they are required to be <br />enclosed; the availability of bike parking and its locations will be made known to all residents. <br />
