Bohner <br />Assistant Planner <br />Planning Division <br />City of Eugene <br />99 West 10th Avenue <br />Eugene, OR 97401 <br />Via Email: Rodney.T.Bohner@ci.eugene.or.us <br />Re: Lombard Apartments Combined Land Use Application <br />(WG 18-3/ SR 18-3/ ARA 18-8) <br />Response to Agenda and Staff Report issued June 20, 2018 <br />Dear Mr. Rodney Bohner: <br />On behalf of the applicant, Lombard Apartments, LLC and in response to the Agenda and Staff Report for <br />the upcoming Public Hearing on June 27, 2018 that you forwarded to the applicant on June 20, 2018. <br />We are providing responses to two of the staff comments for consideration as part of the upcoming <br />Public Hearing. <br />Response to Adjustment Criteria of EC 9.8030(9) for Adjustment to EC 9.6105(2)(b)2. <br />It has been brought to the Applicant's attention during review of the Agenda and Staff Report issued <br />June 20, 2018 that, although the applicant had noted an intent to request an adjustment to <br />9.6105(2)(b)2. to allow for bicycles to be hung above the floor; the Applicant's narrative never formally <br />addressed the adjustment criteria in EC 9.8030(9). This was not the Applicant's intent. Therefore, the <br />Applicant requests consideration of this adjustment. The adjustment would allow for up to half of the <br />vertical bike parking stalls to have both wheels be off of the ground. Most vertical racking systems have <br />the bikes staggered high/low to allow for easier access and storage of bikes when racked vertically on a <br />wall. The low racks would have the bottom wheel on the floor, the high racks would have the bottom <br />wheels about 12-18" off of the floor. Please see the applicant's response to the adjustment criteria of <br />EC 9.9030(9) below: <br />(9) Bicycle Parking Standards Adjustment. Where this land use code provides that the bicycle parking <br />standards may be adjusted, the standards may be adjusted upon finding that the design achieves all <br />of the following: <br />(a) Consistency with EC 9.6100 Purpose of Bicycle Parking Standards; and <br />9.6100 Purpose of Bicycle Parking Standards. Sections 9.6100 through 9.6110 set forth <br />requirements for off-street bicycle parking areas based on the use and location of the <br />
