b. The applicant proposes a restricted movement access connection, <br />including but not limited to median barriers or directional in/out <br />barriers. <br /> (d) Applicant with an existing lot or parcel as of April 10, 2010, that cannot meet <br />the spacing requirement, does not qualify for a reduction in the spacing <br />requirements, and has no other access to the lot or parcel, will be allowed one <br />minimum-width restricted movement access connection. <br />(e) Unrestricted access connections shall be aligned with connections across the <br />street or have a minimum 50-foot offset so that opposing turns from the access <br />connection and from a center turn lane can be executed in front of one another. <br /> <br />The applicant is proposing to adjust this standard per EC 9.8030(28)(b), which is evaluated below. <br /> <br />(3) Access Connections to Local and Neighborhood Collector Streets. In addition to the <br />location standards set forth in EC 7.420(1), access connections to local and <br />neighborhood collector streets shall be located in accordance with the following <br />standards: <br />(a) Lots and parcels at intersections shall have the access connection begin no less <br />than 20 feet from the end of the radius of the curb, or 20 feet from the property <br />corner if there is no curb. <br />(b) A safety island of not less than 22 feet of full height curb shall in all cases be <br />provided between access connections under one ownership. <br /> <br />The proposed access connections to Lombard Street are not located within 20 feet of a curb <br />radius, and those located on the same side of the street are separated by more than 22 feet of full- <br />height curb. <br /> <br />removed from the site plan or revised so it is clear that the access to River Road is not limited to <br />emergency vehicles. <br /> <br />With these findings above, and according to the Adjustment Review approval recommended <br />below, the Access Connection standards will be met. <br /> <br />(g) EC 9.6750 Special Setback Standards. <br /> <br />Public Works referral comments confirm that a special setback is not needed to comply with the <br />criterion above. <br /> <br />(h) EC 9.6775 Underground Utilities. <br /> <br />The applicant has stated that all utility connections will be placed underground consistent with this <br />criterion.
