safe on-site pedestrian circulation according to EC 9.6730 Pedestrian <br />Circulation On-site. <br /> <br />The applicant states that paths are provided from every unit to other units and community <br />facilities. For buildings located within 40 feet of a street, the applicant states that paths are <br />provided to the right-of-way line. The applicant also states that all paths will be constructed of a <br />hard surface, and sheet A1 provides additional details on the location of paths. <br /> <br />Staff notes that the applicant does not create a connection to the public accessway directly to the <br />east: the Ruth Bascom path. A connection to the Riverbank Path System (Ruth Bascom path) would <br />seem appropriate and logical. Staff recommended that the applicant provide some form of <br />connection, see previous discussion at EC 9.8815(2). Staff also reviewed the standards at EC <br />9.6730 Pedestrian Circulation On-Site, and notes that the standards are intended to provide <br />connections on-site Ͳ and to adjacent public or private street right of way lines only. As the <br />proposal complies with this standard. <br /> <br />(14) Recycling and Garbage Areas. Multiple-family developments shall provide <br />recycling facilities that meet EC 9.5650 Recycling - Small Collection Facility <br />Standards, and screening for outdoor storage areas and garbage collection <br />areas according to EC 9.6740 Recycling and Garbage Screening. <br /> <br />The applicant states that the proposed recycling and garbage enclosure locations are identified on <br />sheet A-1, and that the structures will be enclosed with a 6 foot concrete masonry unit wall on <br />three sides, and will have a 50% screen gate. <br /> <br />While conceptually acceptable, no graphics of the structures are provided and further review to <br />ensure the structures comply with the criterion above will be necessary at the time of building <br />permit. To ensure this occurs, the following condition is recommended: <br /> <br />Prior to issuance of a development permit, the applicant shall revise the site plan to <br /> <br />demonstrate compliance with EC 9.5650 Recycling - Small Collection Facility Standards and <br />EC 9.6740 Recycling and Garbage Screening. The following note shall also be added to the <br /> site planwith EC 9.5650 and EC <br />9.6740. <br /> <br />Based on the available information, conditions, and findings above, EC 9.8445(2) is met. <br /> <br />EC 9.8445(3): <br />proposal will preserve existing natural resources by compliance with all of the <br />following: <br />(a)The proposal complies with EC 9.6880 through EC 9.6885 Tree Preservation <br /> <br />and Removal Standards. <br /> <br /> <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) June 2018 21 <br /> <br />
