Public Works Referral Response <br />Site Review Needed Housing Criteria <br /> <br />Date: June 13, 2018 <br />To: Rodney Bohner, PDD Planning Division <br />From: Donna Stark, PW Engineering <br />Subject: SR 18-03 Lombard Apartments <br /> <br />Disclaimer: The following referral comments from Public Works staff reflect a preliminary <br />evaluation of compliance with applicable approval standards and criteria specific to Public <br />Works issues; the criteria not included in the below are presumed to be evaluated by Planning <br />staff. These referral comments include draft findings and recommended conditions of approval as <br />well as related informational items, relevant to surveying, engineering, transportation, and <br />maintenance issues identified by Public Works staff in the context of the applicable standards and <br />criteria. These referral comments are intended for review by planning staff, for incorporation into <br />the Citys written decision on the subject application; however, they do not represent a final <br />determination of compliance with the applicable approval standards and criteria. It is <br />acknowledged that these referral comments are subject to revision upon further coordination <br />with other affected City departments and utility providers. <br /> <br />Summary: <br />The applicant requests Site Review application approval under Needed Housing criteria to <br />construct a multi-family development with a total of 94 units. Public Works staff recommends <br />conditional approval of the site review application based on the following evaluation of the <br />criteria specific to our area of expertise. Concurrent applications include WG 17-2 and ARA 17-17. <br /> <br />Evaluation: Eugene Code (EC) 9.8445 Site Review Approval Criteria Needed Housing <br /> <br />EC 9.8445(2): For a proposal for multiple family developments, the proposal complies with <br />the standards contained in EC 9.5500 Multiple Family Standards. <br /> <br /> (11) Site Access and Internal Circulation <br />(a) Streets. Street standards and connectivity requirements for local residential <br />streets shall be applied to public and private streets within multiple-family <br />developments. (Refer to EC 9.6815 Connectivity for Streets.) <br />The applicant proposes an extension of Lombard Street as a public low-volume residential street <br />through the site to the northern property line, which will provide an extension to the adjacent <br />partially-developed lot to the north, and secondary access for fire and emergency medical <br />vehicles, meeting Street Connectivity Standards. There are no existing or planned streets to the <br />east of the site that warrant a connection in that direction. The applicant proposes to upgrade <br />the driving surface on Lombard Street to the south of the development, which is a Local Access <br />Road under Lane County jurisdiction, and will not require any additional permits through the City <br /> <br />SR 18-03 Lombard Apartments PW Referral Page 1 of 9 <br /> <br />
