BOHNER Rodney T <br />From:Dennis Sandow <dsandow@earthlink.net> <br />Sent:Wednesday, June 20, 2018 11:45 AM <br />To:BOHNER Rodney T <br />Subject:Lombard Apt: Goal One Citizen Involvement <br />Hello Rodney, <br />Please enter this written testimony into the public record regarding the Lombard Apartment proposed development and to staff <br />for their decision making. <br />I was a Deschutes County Planning Commissioner 1982- 84 and a Lane County Planning Commissioner 2010-14, The purpose <br />of this testimony is to show that the sale of public lands to private interests for developments other than the proposed uses of <br />those public lands, has become the poster child for the complete abandonment of Oregon Statewide Planning Goals and <br />Guidelines Goal One: Citizen Involvement. <br />I would like to request that the following questions be answered. I would also like to ask for judicial or legislative actions that <br />have changed Goal One criteria such as filing an annual report documenting how planning and development has served the <br />community. <br />The questions: <br />1) The committee for citizen involvement shall be responsible for assisting the governing body with the development of a <br />program that promotes and enhances citizen involvement in land-use planning, assisting in the implementation of the citizen <br />involvement program, and evaluating the process being used for citizen involvement. <br />Has an evaluation of the process being used by Lane County and Eugene been completed? <br />2) Communication -- To assure effective two-way communication with citizens. <br /> Can documentation be provided that Lane County and Homes for Good provided two-way communications regarding the sale <br />of 3 acres of public lands north of E Briarcliff for the neighbors of Fir, Lombard, E Braircliff? <br />3) Citizens shall have the opportunity to be involved in the phases of the planning process as set forth and defined in the goals <br />and guidelines for Land Use Planning, including Preparation of Plans and Implementation Measures, Plan Content, Plan <br />Adoption, Minor Changes and Major Revisions in the Plan, and Implementation Measures. <br /> Can documentation be provided that the E Briarcliff, Lombard and Fir Lane neighbors were involved in the preparation of the <br />plans to sell public lands to private interests adjacent to their property? <br />4) Technical Information -- To assure that technical information is available in an understandable form. <br /> On several occasions the neighbors have asked the City and County to specify the impact on Lombard Lane and Fir Lane. As <br />of this evening, there remains no technical answer to the question of the impact auto traffic moving in and out of the <br />proposed development will have on Lombard and Fir. <br />1 <br /> <br />
