Wetlands <br />A site visit was conducted on June 1, 2017. Schott & Associates, Inc. found no wetlands <br />present on the Site and therefore conducted an onsite determination to document findings. <br />The report prepared by Schott & Associates (the “Wetlands Report”), is attached as Exhibit <br />A. Furthermore, The Local Wetland Inventory (LWI) for the City of Eugene was completed <br />in January 2005 by Pacific Habitat Services, Inc. The LWI does not identify any wetlands or <br />waters within the study area boundary. Additionally, the National Wetland Inventory (NWI) <br />does not identify any wetlands or waters within the study area. <br />Eugene Code Procedural Requirements <br />On September 25, 2017 the Applicant met with City staff in a pre-application conference as <br />required by EC 9.7005. The Application proposes developing the Site with Needed Housing <br />as defined by Oregon Revised Statute (ORS) 197.303(1) pursuant to EC 9.8445. Therefore, <br />the needed housing standards of ORS 197.307 and the criteria at EC 9.8445 control. <br /> <br /> <br /> <br />Part II: Nodal Development Overlay <br />This section of the Applicant’s written statement recites the EC criteria found at EC 9.4290 <br />(1)-(4) in with the Applicant’s response to follow each set of criteria. <br />EC 9.4290: <br />EC 9.4290(1): <br />The Site has an R-2 zoning designation and the proposed development achieves a density of <br />28 units per net acre with 94 units based on a net site acreage of 3.38 Acres (3.59 gross site <br />area, less 0.21 acres for Lombard Street right-of-way dedication).
