Part I: Introduction and Request <br />Consolidated Land Use Application <br />Lombard Apartments LLC (the “Applicant”) requests the approval of a consolidated land use <br />application (as allowed by ORS 227.175(2)) (the “Application”) for “needed housing” <br />pursuant to ORS 197.307. Specifically, the request is to construct on a 3.59-acre parcel up to <br />94 market-rate multiple-family residential dwelling units and accessory uses. <br /> <br />The components of the Application include the following: (1) Site Review (EC 9.8425 et seq); <br />(2) Adjustment Review (EC 9.8030 et seq), and (3) Willamette Greenway Permit (EC 9.8800 et <br />seq). <br /> <br />Site Description <br />The property subject to the Application (the “Site”) is approximately 3.59 acres and is <br />identified as Assessor’s Map 17-04-25-12-01000. The Site does not have a physical address, <br />however the main access to the site is located on the east side of River Road easterly of the <br />intersection of Crocker Lane and River Road. The Site is located within the City of Eugene <br />and the Urban Growth Boundary “UGB” and has the zoning classification R-2, Medium <br />Density Residential. Overlay zones applicable to the Site include SR (“Site Review”), ND <br />(“Nodal Development”), and WG (“Willamette Greenway”). The primary Site access is from <br />River Road with secondary access from Lombard Street. <br /> <br />Proposal <br />The Application is a proposal for a single-phase apartment development. In total, the project <br />proposes to include the following: up to 94 market-rate residential apartment units, leasing, <br />resident amenity space, open space, associated parking spaces and drive aisles, and bicycle <br />storage. A total of 4 residential buildings consisting of between 8 and up to 54 units per <br />building are being proposed. No building will exceed 3 stories, nor will any building exceed <br />35 feet in height. It is anticipated that there will be four (4) unit types. There will be at a total <br />of 127 parking stalls for residents and guests. This equates to 1.35 parking stalls per residential <br />unit. The proposal also includes trash enclosure areas, bike storage, and maintenance storage. <br /> <br />Current Use of Site and Vicinity <br />The Site, currently undeveloped, is situated at the northern terminus of Lombard Street. The <br />west property line fronts River Road. A bike path right of way borders the east property line. <br />Single-family homes occur to the north and south of the Site. Maurie Jacobs Park playfield is <br />approximately 500 feet southeast of the Site, however the parklands extend north along the <br />Site’s east side proving a buffer between the Willamette River and the Site. The Site is generally <br />flat in topography and dominated by herbaceous vegetation with a few scatterings of trees. <br />The Site is proposed to be developed for residential and uses accessory to residential uses <br />consistent with the Site’s land use designation and zoning classification. <br /> <br />2 | Page <br /> <br />LOMBARD APARTMENTS LLC –WRITTEN STATEMENT – REVISED <br />MAY 11, 2018 <br /> <br />
