By proposing access to the site via Lombard Street and access to portions of the site via private <br />parking drive aisles from River Road, the project provides for secondary access for fire and <br />emergency medical vehicles. Lombard Street is classified as a Low Volume Residential Local <br />Street. Proposed right-of-way width of 45’ and 20’ of paving width are consistent with the <br />requirements listed in Table 9.6870. River Road is classified as a Major Arterial, existing right- <br />of-way width of 100’ and existing pavement width of 70’ are consistent with the requirements <br />listed in Table 9.6870. Private internal parking lot drive aisles accommodate a 20’ wide, paved <br />emergency vehicle access. See sheet C2.0 in Exhibit G for right of way, private access <br />configurations and paving. <br />The project proposes needed housing therefore this criterion is not applicable; however, it <br />should be noted that the extension of Lombard Street minimizes excavation and embankment <br />and there are no impacts to natural resources. <br /> <br />The above criterion is not applicable as the City has requested an offsite extension of Lombard <br />Street paving to the location of an existing fire hydrant located on the west side of the Lombard <br />Street.
