Part III: Site Review Overlay Approval Criteria (Needed Housing) <br />This section of the Applicant’s written statement recites the EC criteria found at EC 9.8445(1)- <br />(5) in with the Applicant’s response to follow each cited criterion. <br />EC 9.8445(1): <br />. <br />ORS 197.303(1) defines “needed housing” as follows: “As used in ORS 197.307, ‘needed housing’ <br />means housing types determined to meet the need shown for housing within an urban growth boundary at <br />particular price ranges and rent levels, including at least the following housing types: (a) …multiple family <br />housing for both owner and renter occupancy;…” <br /> <br />This project is for multiple-family renter occupancy housing and is located within the Eugene <br />UGB. It is, therefore "needed housing” as defined by state statute. See Rogue Valley Assoc. of <br />Realtors v.
