Attachment C <br />KC; <br />Attachment A <br />- <br />DEC <br />' <br />Laurel Dill Valley Cite _.~ugen <br />et ,,A;, e <br />Co-Chairs <br />Date: December 10, 2017 <br />Sheryl Kelly <br />To: City of Eugene Hearings Official, c/o Nick Gioello, Associate Planner <br />Tom Bruno <br />From: Laurel Hill Valley Citizens <br />Re: Capital Hill PUD Tentative Plan Application (PDT 17-1) <br />Secretary <br />Natalie Whitson <br />Dear Hearings Official: <br />Treasurer <br />The purpose of this letter is to report to you the results of the analysis by the Laurel Hill <br />Susan Ratzlaff <br />Valley Citizens (LHVC) of the proposed Capital Hill PUD. <br />Executive <br />After the initial required neighborhood meeting held by the applicant, LHVC joined with <br />Fairmount Neighbors Association (FNA) to appoint a committee to evaluate the PUD <br />Committee <br />application, its potential impact on the two neighborhoods and whether or not the <br />Blix Bill <br />application complied with the PUD Approval Criteria (EC 9.8320). <br />Tim Bradshaw <br />Richard Cundiff <br />The Capital Hill PUD Response Committee, after 19 fact-finding meetings beginning in <br />Katie Dixon <br />Kaye Downey <br />March of this year, voted 12-0 to recommend to the LHVC Executive Committee and to <br />Stan Dura <br />the FNA Executive Board that they oppose the Capital Hill PUD proposal, citing a number <br />Kathy Frazer <br />of problems with the proposal. <br />Lianne Heyler Gaunt <br />Mitch Hider <br />The Executive Committee of LHVC, after consideration of the facts provided by the <br />Deborah Kelly <br />Response Committee, voted 16-0 to accept their recommendation. The LHVC Executive <br />Carolyn Murrow <br />Committee recommends to the Hearings Official that PDT 17-1 be denied and that no <br />Jenny Schmitz <br />exceptions to the Eugene City Code be granted to the applicant. <br />Jan Wostmann <br />The basis for this recommendation is an extensive analysis by the Response Committee <br />of the Capital Hill PUD proposal and reports received from contracted technical <br />specialists in law, forestry, geotechnical engineering, and traffic engineering. The issues <br />uncovered by this analysis including the following: <br />• The proposed PUD divides the 13.63 acres into 34 lots (with up to 38 dwelling <br />units), with many lots' buildable portion located on steep slopes, which would <br />be vulnerable to increased geological instability; <br />• The proposed PUD requests the logging of up to 466 trees (over 50% of existing <br />trees), increasing landslide potential and exposing trees in Hendricks Park and <br />along the Ribbon Trail to wind-throw or other damage; <br />• The proposed PUD jeopardizes safety and emergency services response time <br />throughout the existing roadways and the proposed new private PUD street. <br />Laurel HillValleyCitizens@gmail.com . 2585 Moon Mountain Drive .
