Attachment C <br />There have also been some bicycle/motor vehicle accidents during the past 22 years, since the narrow streets allow no <br />room for a bicycle lane. Attachment B <br />The streets up here are narrow, winding, and full of blind curves. <br />Pedestrians (of which I am one) and bicyclists (my husband commutes every day by bicycle) have numerous near-miss <br />encounters every year. <br />Now add 34 more houses, delivery vehicles to serve these houses, and thousands of construction vehicle trips while <br />preparing the sites and building these houses, and you can appreciate the scale of the problem The streets on our hill <br />are not equipped to handle the current traffic, let alone the large scale of this PUD. <br />(6) The geotechnical experts who have been retained by the CHPUD Response Committee and neighbors have <br />contrary findings to those of Branch Engineering: the hillside on Capital Drive has had several landslides over the past 22 <br />years (most recently in 2014 during the construction of the house below us on Capital Drive). Neighbors who have lived <br />here longer have other instances they can cite. Now imagine removing all of the trees on the ridgeline, and a substantial <br />proportion of the trees on the slope in the PUD, and churning up the soil with construction vehicles; this de-stabilizes <br />the slope and makes this a landslide waiting to happen. <br />(7) The EWEB report contradicts this conclusion; services are not currently available, contrary to the statement in the <br />PW report (and the applicant's assurances), and a new pumping station would have-to be built at the estimated cost of <br />1-3 million dollars. <br />5. EC 9. 6792 Stormwater Quality: <br />Storm water quality affects rivers and streams, the immediate environment of the Capital Hill neighborhood, the <br />adjoining Hendricks Park, and, ultimately, everyone in the city; the PUD plan for this is inadequate. <br />Finally, could you tell me where I can access all of the comments about the Capital Hill PUD entered into the public <br />record? The "public comment" entries available in the planning department's Capital Hill file are sparse and only include <br />comments entered on 8/8/17 and <br />9/18/17 (my public comment was dated 12/10/17, and it doesn't appear there). <br />Sincerely, <br />Kim Toner <br />Page 122 <br />
