<br />On the final plans, replace Notes #11 on sheet L3.0 with the following: <br />Trees in the common areas of Tract A and individual lot preservation areas that die <br />naturally or are damaged naturally and become potentially hazardous will require no <br />replacement trees. The removal of dead, diseased, or hazardous trees is allowed with <br />prior approval by a certified arborist and documentation of that approval (including the <br />need for removal) provided to the City. <br /> <br />An area of Tract A between Lots 13 and 14 will be excavated for the inclusion of a storm <br />drainage feature as depicted on plan sheets L3.3, L3.4 and L4.0. As a result, five trees will be <br />removed in or adjacent to Tract A. Staff recommends that two replacement trees for each tree <br />removed is necessary for restoration, therefore the following condition for changes to the tree <br />preservation plan is warranted: <br /> <br />On the final plans, replace <br />Any trees to be removed in Tract A, as a result of installation of the storm sewer system <br />between and near Lots 13 and 14, shall be replaced with two trees for every tree <br />removed, shall be a native <br />species, with a minimum caliper of 1 ½ inches for deciduous trees and a minimum <br />height of 5 feet for coniferous trees, and planted in the same general area. <br /> <br />Staff has additional concerns with trees proposed to be preserved in Tracts A, B, C, and D, and <br />the preservation areas of Lots 5 and 8 through 19. These preserved areas have a significant <br />number of trees with critical root zones (CRZ) that extend into the buildable areas of lots that <br />they are adjacent to. In order to limit the impact to the CRZ of these trees (see definition at EC <br />9.0500), staff recommends the following condition: <br /> <br />On the final plans for all lots that border Tracts A, B, C, and D or contain a preservation <br />area, a temporary 10-foot construction setback area from all abutting preservation <br />areas and Tracts A, B, C, and D shall be shown. The following note shall be added to the <br />plans: , C, and D or contain a preservation area, a <br />temporary 10-foot construction area setback from all abutting preservation areas and <br />Tracts A, B, C, and D shall be enforced during home construction, and shall include <br /> <br /> <br />As an alternative to this condition of approval, the applicant could also perform a more <br />detailed analysis of potential CRZ impacts to trees along the edge of the preservation areas to <br />demonstrate that no more that 30% of the CRZs would be impacted by development on the <br />lots, and thereby potentially adjust the construction setback area recommended by staff. At <br />this time, no such analysis has been provided as part of the application. In addition, staff <br />believes the following condition is warranted to ensure that th <br />Plan will sufficiently define what activities are allowed within preservation areas: <br /> <br />On the final plans, include a note that states: <br />Within the individual preservation areas of Lot 5 and Lots 8 through 19, and on Tracts <br />A, B, C, and D, no above ground structure that requires a building permit; no impacts to <br /> <br />Capital Hill PUD (PDT 17-1) February 2018 23 <br />Page 23 <br /> <br />
