January15,2018:LauraFarthing,SeniorEngineer-WaterofEWEB,sentalettertotheCarol <br />SchirmeroftheCHPUDdevelopmentgroup(seeReferralCommentsdated2/6/18)statingthat <br />(AttachmentF): <br />"thewatersysteminthatareaisrestrictedbytheexistinginfrastructure(Fairmount975 <br />PumpStation)whichdoesnothaveadequatecapacitytoprovidetherequireddomestic <br />andfireflowstotheproposeddevelopment.Theproposeddevelopmentwillrequire <br />significantupgradestothewatersystemwhichwouldincludeanewpumpstationand <br />associatedpiping." <br />Ms.Farthinggaveapreliminarycostestimateofbetween$1millionand$3millionforthe <br />constructionofanewpumpstation.Further,shestatedthat: <br />"ARestrictiveCovenantmakingdevelopmentcontingentonthenewinfrastructurebeing <br />fundedandoperationalwillalsoneedtobeexecutedandrecordedpriortoissuanceofa <br />wateravailabilityletter,inaccordancewith ORS92.0904(b)." <br />EWEBhasdeclinedtoissuealetterofwateravailabilityuntilnewinfrastructureisfundedand <br />operational.Theapplicationhasnotdemonstratedfutureavailabilityofadequatepublicfacilities <br />andservicestotheCHPUDsite. <br />IthasfailedtomeettherequirementsofEC9.8320(7)andshouldbedenied. <br />85 <br /> <br />
