thatwasataninterfacebetweendevelopedandundevelopedland.Manyofthefirstdwellingsto <br />burnweresurroundedbythick,dryvegetation.Inaddition,thenearbyundevelopedlandhad <br />evenmoredrybrush.ThisisalsoanalmostidenticalparalleltotheproposedCHPUD. <br />Asourweatherandclimateconditionscontinuetoslowlychangeovertime,oursummerweather <br />conditionshavebecomesimilartowhattheywereinOakland.Thisisexemplifiedbythelate <br />summer2017fireattheGorgeinOregon,exacerbatedbyscorchingheat,bone-dryvegetation <br />andwindsof30to40mphthatpushedtheflames13milesin16hoursatonepoint—analmost <br />unprecedentedrateoffirespread,accordingtoauthorities. <br />Thesefastmovingsummerfiresarebecomingmoreandmorecommon,andtherehavebeen <br />manyexamplesofresidentialneighborhoodsbeingdestroyedbyfastmovingwildfires.The <br />examplesfromCaliforniarecentlysuchasSantaRosa,SonomaandNapahaveseengreat <br />devastation,whosebrutaleffectsareexacerbatedgreatlybypooremergencyaccess. <br />SafetyDuringConstructionPhase <br />DuringsitepreparationoftheproposedCHPUD,andconstructionoftheensuinghouses,the <br />emergencyresponsecapabilitywillbegreatlyimpairedforanextendedperiodoftimeextending <br />some15years.Duringthistimeperiod,anestimated100,000additionalvehicleswillbe <br />utilizingtheaccessroute,congestingtheroadwayandobstructingresponseefforts. <br />Queuingwillbecomefrequentandmustbefactoredforgiventhelargeincreaseintrafficandthe <br />narrowstreets.Class8tripscantakeupto10minutestomakeaone-waytripbetween <br />FairmounttotheCHPUDsite,andClass5-7tripscantakearound5-6minutes,Theaverageof <br />thetotaldailytripswillbearound1.5to2hours.However,duringpeakactivitydaysthetotal <br />willbemuchhigherduetopeakingfactorsandcongestiononthenarrowstreets.Assuminga <br />reasonablepeakingfactorof3bringsthetotaltoimpactdurationto4.5hours,duringwhichtime <br />emergencyresponsewillbeseverelyimpacted.\[Seefurtherdiscussionunder EC9.8320(11)\] <br />ConstructiontrafficnearlyblockingCapitalDr. <br />81 <br /> <br />
