Theeastsideofthedevelopmentproposeslotsonintermediateandsteepslopeswhichdoesnot <br />meettherequirementstheDevelopmentStandardsoftheSouthHillsStudy\[EC9.9630(3)(b) <br />(2)(b)\].Housesontheselotswillbevisiblefromtheeastastreesarecutdownforconstruction <br />andinfrastructure. <br />Inavideo(https://youtu.be/dSEW_SfUgNQ)submittedtotheplanningdepartmenton <br />September15,2017,theApplicantfilmsthetopoftheproposedCHPUDsiteandclaimsthat <br />“thereisoneplacewherethereisagoodviewofdowntown.Thisviewisinfrontoftheexisting <br />pinkhouse(theApplicant’shome).Inotherwords,thisisalreadyanexistingcondition.”This <br />“existingcondition”wascreatedafewmonthspriortothevideo,whentheApplicantclearcut <br />thelotoverwhichtheviewextends.Thetreeremovalonthislotillustratesthevisualresultsof <br />treeremoval,andisasampleofthefutureviewscapesthattheCHPUDwouldcreate. <br />TheApplicationstates: <br />"Theexistinghousingtothesouthandwesthasbeeninexistenceforlongenoughthat <br />theexistingtreesonthosepropertiesscreenmuchoftheviewfromthedevelopmentsite <br />tothewest.Byextension,theviewsfromthewestontothedevelopmentsitewillbevery <br />limitedaswell.Therewillbeminimalremovaloftreesatthehighestelevationsandwhat <br />willberemovedforconstructionofproposedhomeswillnotcreateadditionalvisibility <br />intothesitefromthevalleyfloor.”(p.28of67) <br />"Seeattachedvideoofviewoutfromthesite.Therearesignificanttreesonneighboring <br />properties.Onecanconcludefromthevideothatifyoucan'tseeoutfromthesitethen <br />onecan'tseeinfromthesite,especiallyfromthevalleyfloor."(p.28of67) <br />"Asstatedpreviously,theexistingpropertiestothewestofthisdevelopmentsitehave <br />extensivematurevegetationthatwillcontinuetoscreenthefuturehomesfromview."(p. <br />30of67) <br />TheApplicationfalselypredictsthattreesbelongingtootherpropertyownerslyingsouthand <br />westoftheCHPUDsitewillmaintainavisualbufferastreesonthehigherelevationsofthesite <br />areremovedasthehillgradientexceedsthevisualsightlinegradient. <br />TheApplicant’swrittenstatementincorrectlyclaimsthat(p.31of67):"Ofthe33lotsonly8 <br />havethepotentialtobeviewedfrombeyondthepropertytothewest."Twenty-fourlotseither <br />lieaboveorhaveaportionoftheirlotabove901feetinelevation.Theapplicationproposesto <br />remove253treesoutof257existingtreesabove901feet.Thefollowingsummaryfromthe <br />Application'sTreePreservationPlanspeakstotheextensivetreeremovalproposedin <br />application: <br />Of867totaltreeswithinthesite,466willeitherberemovedwiththeconstructionof <br />therightofwayorarelistedas"discretionary",meaningtheyarewithinthebuildable <br />areaofthelotsandmayberemovedbythenewowneronceindividualhome <br />constructionstarts. <br />22 <br /> <br />
