Introduction <br />The purpose of this report is to validate and address several legal and technical issues that have <br />been raised by current residents in the vicinity of the proposed Capital Hill PUD which is located <br /> <br />This review is prepared by Massoud G. Saberian, PE, PTOE a licensed Civil and Traffic Engineer <br />in Oregon, Washington and California with over 28 years of professional civil and traffic <br />engineering experience with multiple public agencies on the west coast in general and Oregon <br />in particular. <br />Massoud has extensive experience in review and approval of development applications as well <br />as identifying deficiencies and fatal flaws in mitigation measures proposed by the developers in <br />order to avoid expensive fixes. <br />The proposed Capital Hill PUD has been presented as a residential development with low impact <br />to adjacent neighborhood, however evidence shows otherwise. <br />This critical review, identifies several deficiencies and oversights that can and will present <br />adverse safety conditions if approved without mitigation measures. <br /> <br />Despite a memo dated December 8, 2017 from Scott Gillespie, PE addressed to Nick Gioello <br />dismissing many points about deficiencies of the proposed Capital Hill PUD, it is very important <br />for the City to look at these from the point of safety and quality of life for existing and potential <br />future residents. Dismissing, existing problems such as lack of past standards is a weak <br />argument since many new standards for fire, earthquake, emergency access, ADA, building <br />codes, etc. have been updated and new development must simply make a reasonable attempt <br />to abide by them. <br /> <br /> <br />Existing Conditions <br /> <br />A review of the adjoining existing street network, identified about 47 households that currently <br />access Capital Drive which extends from a five-way intersection (Capital Drive, Spring <br />Blvd./south leg, Madrona Road, Woodlawn Ave, and Spring Blvd./north leg). Capital Drive then <br />extends southbound to the top of the hill serving several other homes on both sides, many with <br />steep driveways and poor line of sight along the way. <br /> <br />Capital Drive is a steep roadway with grades up to 16 +/- percent. It has a new asphalt surface <br />with variable width of 18 to 20 feet between Spring Boulevard and Cresta De Ruta Street and <br />12 to 14 feet between Cresta De Ruta Street to the north. The street has no speed posting, and <br />while it is considered having statuary Speed 25, the safe operating speed along the most of it is <br />15 to 20 mph. <br /> <br />Capital Drive is posted as No Parking on one side, however it is not observed nor enforced, and <br />during a random mid-day site visit vehicles were parked in some sections, making it very <br />difficult for larger trucks or vehicles to go through. <br /> <br /> <br />
