•CapitalDr.fromthebeginningatthefive-wayintersectionuptotheintersectionwithCresta <br />DeRutaisaboutone-quarterofamile.TherearefourblindcurvesonCapitalDr.,oneso <br />severethatvehiclesmustalmostcrawlthroughinthemiddleoftheroadway. <br />Ultimately,itisanindisputablefactthatthefeederfunctionoftheroutealongFairmountBlvd. <br />andSpringBlvd.willcarryallcommercialconstructionandmaintenancevehicles,largeand <br />heavyserviceandemergencyvehicles,plusalmostallpersonalandresidentialtrafficforCapital <br />Dr.,Malabar,Madrona,CrestaDeRuta,andtheseveraldeadendsandcul-de-sacs.Thereisno <br />credibleequivalentsecondaryroutebecausetheloopalongMadronaandCrestaDeRutais <br />longer,morecircuitouswithsteepsharpturns. <br />Thesefactsoftrafficflowwouldapplytoallnewtrafficforsitepreparation,roadand <br />infrastructureconstruction,andforresidentsoftheproposedCHPUD.Thusdevelopmentofthis <br />CHPUDwillsignificantlyanddeleteriouslyimpactthetraffic,noise,safetyandemergency <br />responsefornotjustallthosecurrentlylivinginthisneighborhoodarea,andthosevisitingand <br />thoseprovidingservicestohouseholdsinthearea,butalsosimilarlyforallthosetoandfromthe <br />proposedCHPUD. <br />Therearenownofewerthan112residentialaddressesintheaffectedneighborhoodarea.They <br />includeallthehouseholds:(1)alongSpringBlvd.from2200to2510;(2)CapitalDr.;(3)Cresta <br />DeRuta;(4)AltaVista;(5)Highland;(6)Madrona;(7)Malabar;(8)Woodland;(9)OakGrove. <br />Alldownhilltrafficabovethefive-wayintersectionmuststopandconvergeatthischokepoint; <br />similarlyallup-hilltrafficalongSpringBlvd.muststopatthisintersection.Asnotedabove,only <br />smaller,lightervehiclescouldeasilyaccessthesouthstripofSpringBlvd. <br />IftheproposedCHPUDadded31-35newhousingunits,thiswouldincreasethenumberof <br />residencesintheimpactedneighborhoodtravelareaby28%-31%andtherewouldbea <br />correspondingincreaseinnotjusttrafficvolumebutalsocongestionforallthedifferentusersof <br />theroadway:pedestrians,bicyclists,personalvehicles,serviceanddeliverytrucks,and <br />emergencyresponders.Thereisregularmaildeliveryfromadriverinavehicleintoindividual <br />roadside,rural-stylemailboxesandweeklytrashservice.Therearepeoplewalkingdogs,or <br />pushingbabycarriages;childrenwalkingtoandfromschool;peoplewalkingonthewrongside <br />oftheroad–andbecomingahazardsincetheyarenotvisibletodriverscomingaroundblind <br />curves.Heavyconstructionequipmentwouldcontinuetorollforyearsonend,evenafter <br />proposedbuild-outofsite,becausehouseconstructionwouldoccurasindividuallotsaresold <br />overtime\[asApplicationstatesrepeatedly,see,e.g.,“ittakestimetobuildahomeaswellasa <br />completePUD”(p.32)\]. <br />166 <br /> <br />
