th <br />WoodlawnSt.,(5)theshort-branchintersectionofSpringBlvd.leadingsouthtoEast27Ave. <br />Thisisadistanceofaboutone-quartermileatanelevationgainofabout140feet.Atthispoint, <br />SpringBlvd.joinsCapitalDr.ataslightangle,ineffectmakingadirectconnectionthatextends <br />morethanone-quartermileatanelevationgainofabout200feettothetopofthehill.This <br />connected,narrowroadwaymustcarryalmostalltrafficuphilltoanddownhillfromthe <br />proposedCHPUD. <br />ItiscrucialtounderstandingtheextentoftrafficimpactsfromtheproposedCHPUDto <br />recognizetheobjectivefactthatthebeginningportionofSpringBlvd.,from2200to2500,must <br />almostalwaysbetheprimaryconnectortoCapitalDr.Theextended,shortbranchofSpring <br />th <br />Blvd.totheeast,from2501toEast27Ave.,isabout420feetofimpreciselydefinedroadway, <br />withoutcurbsandgutters.Recentasphaltrepavingstillresultedinwidthsof11-14feetof <br />pavement.Consequently,iftwovehiclessmallenoughtonavigatethisportionofSpringBlvd. <br />approacheachotherfromoppositedirections,onemustpulloffintounpavedorpavedprivate <br />propertytoallowtheothertopass.About25feetfromthefive-wayintersection(allestimated <br />measurementsfromcenterlinetocenterlineofintersectingroadways),thisportionofSpring <br />Blvd.narrowsto11-12feetforabout25feet.Theroadwayislimitedattheup-hillsidebythree <br />maturefirtrees(diametersofeightfeet,fourandone-halffeet,threeandone-halffeet)andone <br />utilitypolewithtwoguywiresonthedownhillside.Thereisablindcurvebeyondthispoint. <br />InareferralletterrequestedbyEugenePlanningandsubmittedbytheEugeneSchoolDistrict4j <br />TransportationManager(11/14/2017),ChrisEllisonstatedthattheDistrictsuspendedbus <br />servicetostreetsabovethefive-wayintersectionovereightyearsago,becauseof“unsafe <br />passingandoperatingconditions”and“impassibleconditions”onthenarrow,windingstreets. <br />Helistedthebusdimensionsas40feetlong,eightfeetwidewith12-inchmirrorsoneachside. <br />ThesebusseswouldhavedifficultypassingothervehiclesonSpringBlvd.toserviceabusstop <br />atthefive-wayintersection.Thus,towalktotheschoolbusstopatthesouthcornerofSpring <br />th <br />Blvd.andEast27Ave.,childrenwouldhavetowalkoverone-quarterofamilealongCapital <br />Dr.,whichhasnosidewalksatitsmostdangerousblindcurves,andalongthenarrowsouthstrip <br />ofSpringBlvd.Manyparentswouldmostlikelychoosetodriveyoungchildreneithertoand <br />fromthatbusstoportheirschools. <br />Giventheneighborhoodroadnetworkconditions,almostallsmall-to-mediumsizevehicles–but <br />necessarilyalllargetrucksandconstructionequipment–travelingtoandfromtheexisting112 <br />neighborhoodresidences,plusthe34-38totaloldandnewproposedunits,willusethemost <br />directrouteupanddowntheFairmountBlvd./SpringBlvd.connection.Thesetwostreetsare <br />narrow–substandardat20feetorlessofpavement–withnumerousblindcurvesanddriveways <br />andnosidewalksonSpringBlvd.Itseemsanironicmisnomerfrompasthistorythatthese <br />streetswerenamed“Boulevard.” <br />•SpringBlvd.fromtheintersectionwithFairmountBlvd.tothefive-wayintersection <br />beginningCapitalDr.isaboutone-quarterofamile.Therearefiveblindcurvesfromthe <br />approachonFairmountandalongSpringuptothefive-wayintersection. <br />165 <br /> <br />
