egress–withtrafficsafetyandemergencyservicesresponselimitations;(3)environmental <br />degradationandloss–fromtreescut,excavationforconstruction,stormwaterrunoff,slope <br />instability. <br />TheCHPUDResponseCommitteeopposessacrificingauniqueandirreplaceableEugenecity <br />landscapeforexclusivelywealthyhousingthatcouldbelocatedelsewherewithintheUGBover <br />manyyears.TheissueofinfilldensityinrelationtotheUGBwasdiscussedabove:EC9.8320 <br />(1)PolicyA.10. <br />Theapplicationdoesnotprovidespecificevidencethatclusteringtheunitsachievesenergy <br />andresourceconservation.Consequently,theapplicationdoesnotcomplywith(1)(e). <br />(2)Createcomprehensivesiteplansforgeographicareasofsufficientsizeto <br />providedevelopmentsatleastequalinqualitytothosethatareachievedthroughthe <br />traditionallotbylotdevelopmentandthatarereasonablycompatiblewiththe <br />surroundingarea. <br />Applicationdevotesascant18linesunderthisrequirement,butbetraystheunderlyinggoalfor <br />itsprofit-drivenstrategyofdenseclustereddesign.Itpurportstopresent“thoughtfulsitedesign <br />–whichisbalancedalongsideconsiderationofeconomicviability,marketability,andfinance- <br />ability”(p.16of67).Incontrast,sixlinesaboveunder(1)(e),Applicationstates“thegoalsof <br />thedeveloper(e.g.marketability,feasibility,finance-ability,andlivability)”(p.16of67). <br />Evidently,Applicationsacrificeseffectiveplanningdesignbyputting“livability”last,andalso <br />sacrificingthevaluesofsafetyandenvironmentalqualityforthepeopleandthenatural <br />conditionsofthelandscapeintheimpactedareas.Thetightlyclusteredlotplanlayout,from <br />whichallotherimpactsfollow,seekstomaximizeprofitbymaximizingclusterdensity. <br />Thereisnoarchitecturalintegrityorcoherentconceptualdesignforlotdevelopmentforthe <br />proposedCHPUD.Itgoesnofurtherthandividingfiveexistingtaxlotsintoanarbitrary,and <br />oftenchanging(fromtheinitialfiling),numberoflots(now34).Withoutadesignfordwelling <br />units,theresultwouldbebuild-outoflotsmuchinthemannerof“traditionallotbylot <br />development,”whichisexactlywhat EC9.8300(2)isintendedtoreplacebyestablishingthe <br />alternativepurposeofaPUDandrequiring“comprehensivesiteplans.”Applicationdoesnot <br />offeracoherentclusteringofdwellings,whichitclaimsisamajorreasonforsubmittingthis <br />proposal(pp.14-18of67). <br />TheApplicationadmitsthatdonatingtwolotstotheCityaspartofpossibleconstructionofan <br />accesstrailfromtheproposedCHPUDtotheRibbonTrail“isnotanoption”(p.26of67).This <br />furtherrevealstheextremeeconomicgoalofmaximizingclusterdensityratherthanthelivability <br />valuesoflowerdensity,andprovidingadequateaccesstoadjacentrecreation\[See EC9.8320 <br />(8)\]andreducingvehicletraffictominimizeimpactsonsafetyandemergencyresponsebothon <br />andoffsite\[See EC9.8320(5)(b)p.65,(6),and(11)\]. <br />Clusteringformaximumdensityrequiresconstructingalong,narrow,privateroadthatloops <br />backonasingle,non-standard,narrow,dead-endpubicroad(theexistingCapitalDr.).Thus,all <br />traffictoandfromtheproposedCHPUDisfunneledontoonlyoneconnectingroadwithonly <br />147 <br /> <br />
