ThislackofvisualaccessibilitytoTractAemanatesfromthefactthatthewesternedgeofTract <br />Aisapproximately70feetdownhillfromCupolaDriveandalsobelowtheso-called“Individual <br />PreservationAreas”thatabutthewestsideofthebuildableareasofLot5and8through19). <br />OncehomesarebuiltontheselotsontheeastsideofCupolaDrive,themajorityofTractAwill <br />onlybevisiblefromthebackofthose13homes,notfromthecommunityatlarge.These13lots <br />constitutelessthan40%oftheproposedproject.Moreover,eventhe“visualaccess”fromthe <br />backofthese13residenceswillbeverylimitedbecausethelotsaresosteepandtheIndividual <br />PreservationAreasaresoheavilywoodedandcoveredindensevegetation.Additionally,the <br />finallotcoverageonthe“buildable”portionofthese13lots(theportionclosesttothestreet– <br />CupolaDrive)couldultimatelyexceed80%(average)becausethecitywillallowthesquare <br />footageoftheunbuildable“IndividualPreservationAreas”tobeincludedinthecalculationsfor <br />lotcoverageonthebuildableportionofeachlot.Ifthisover-crowdedsituationisallowedto <br />remainunchecked,13enormoushomescouldclogtheeasternsideofCupolaDriveblockingall <br />visualaccesstoanylandsbeyond.SeealsoimportantdiscussionofLotCoverageissuesbelow <br />inSectionthediscussing EC9.2750LotCoverage inthisResponseDocument. <br />Thus,the2.46acresofso-calledCommonPreservationAreadonotcomplywiththedefinition <br />of“netdensity”and“commonopenspace”in EC9.0500Definitions(“Density-Net”)and <br />(“CommonOpenSpace”).Furthermore,these2.46acresofCommonPreservationAreadonot <br />meetthedesignationin EC9.2751 thatlandincludedinthenetdensitycalculationbe“reserved <br />fortheexclusive use oftheresidents.”(Emphasisadded.)Giventhesefacts,theResponse <br />Committeehasalsoeliminatedthe2.46acresofso-calledCommonPreservationAreafromthe <br />formuladeterminingtheproject’s“netdensity.” <br />III.Inclusionofaccesslanesquarefootageintheproposedproject’snetdensitycalculation <br />isinaccurate. <br />Theprojectproposesapproximately6,450SFofaccesslanesforresidentiallotswhichwillnot <br />havestreetfrontage.This6,400SFoflandwillbepavedandwillbeusedfor“motorvehicle <br />circulation.”TheseaccesslanesshouldbeeliminatedfromtheNetDensityCalculationas <br />indicatedinthe EC9.0500Definitions shownabove. <br />IV.Inclusionofsidewalksquarefootageintheproposedproject’snetdensitycalculationis <br />inaccurate. <br />ECSection9.0500Definitions specificallyindicates,initsdefinitionof“Density(net)”onPage <br />9.0-13thatacreagefor“sidewalks”shouldbeexcludedfromthecalculationofnetdensity.The <br />ResponseCommitteeestimatesthattheproposedprojectwillcontainapproximately10,000SF <br />ofsidewalks.This10,000squarefootsidewalkareashouldbeeliminatedfromthenetdensity <br />calculationasindicatedinthe EC9.0500Definitions shownabove. <br />V.Inclusionofparkingspacesquarefootageintheproposedproject’snetdensity <br />calculationisinaccurate. <br />ECSection9.0500Definitions specificallyindicates,initsdefinitionof“Density(net)”onPage <br />9.0-13thatacreagefor“sidewalks”shouldbeexcludedfromthecalculationofnetdensity.The <br />101 <br /> <br />
