The exiting trees in the Delta Hwy. right-of-way are documented on Sheet C110 ("Tree <br />Preservation Plan") in the application materials. See Staff Report Attachment D, packet <br />at 40 (Applicant Appeal Ex. 3). <br />Plan sheet C110 also provides notes that are intended to protect the trees during construction. To view <br />all notes, see sheet C110, two of the notes that appear most relevant to protecting the trees are <br />identified below: <br />Note 3.A. on the Tree Preservation Plan Sheet C110 says: <br />"Place construction fencing on entire length of property line on east side. This <br />should provide adequate protection of the root zones of all those trees. During <br />construction, it is essential that the area between the construction fence and the <br />tree trunks, not be disturbed or compacted in any way. Also, grade in this area <br />must not be changed. These cedar trees are intolerant of fill. Present drainage <br />situation should not be altered." <br />Note 3.13. on the Tree Preservation Plan Sheet C110 says: <br />"If feeder (small) roots are found on the construction side of the temporary <br />fence, the trees in question here should be watered during long dry periods in <br />the summer. (during construction only). 5 gallons per inch dbh, once per week. <br />In this case, water should be applied at a distance half way between the tree <br />trunk and the construction fence. <br />Note: Only if region receives less than an inch of rain in a four week period." <br />The location of the 13 existing trees, in the right-of-way identified in the table above, and shown for <br />preservation and protection during the construction process are also shown on the larger scale on <br />Landscaping Plan Sheets 1-1.1 through 1-1.3. See Staff Report Attachment D, packet at 41-43 (Applicant <br />Appeal Ex. 4) <br />The subject street tree standard at EC 7.280 is provided below: <br />EC 7.280: Street Tree Program - Policy, Standards, Procedure. <br />1) Policy. In order to create attractive and healthy neighborhood environments, no approval <br />shall be granted for a development that involves the creation of a street unless the <br />applicant has submitted and received approval of a street tree plan that ensures street <br />trees will be planted and established in accordance with the standards and procedures <br />provided for in this section and the adopted policies of the Urban Forest Management Plan. <br />Street trees shall be planted in accordance with the approved street tree plan as each lot or <br />area is developed, and shall be required on streets that abut the development as well as on <br />new streets within the development site. <br />3 <br />
