UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />metropolitan recreational needs, used for parks or open space and <br />owned and controlled by a general purpose government and <br />regulation of such lands so that their use will not interfere with <br />adjacent uses. As used in this section, the words "the greatest <br />possible degree" are drawn from Oregon Statewide Planning Goal <br />15 (F.3.b.) and are intended to require a balancing of factors so that <br />each of the identified Willamette Greenway criteria is met to the <br />greatest extent possible without precluding the requested use. <br />The proposal includes new facilities that, when not in use by the university, can be made available <br />for community use through partnership with the University of Oregon Department of Physical <br />Education and Recreation. Additional facilities open to the public include the realigned bike path, <br />improved access to the river via soft trails and view points, and a proposed personal paddle craft <br />launch point. Therefore, this policy is satisfied. <br /> <br />(6) When site review approval is required, the proposed development will be <br />consistent with the applicable site review criteria. <br />The proposal does not involve or require Site Review. This criterion does not apply. <br />(7) The proposal complies with all applicable standards explicitly addressed <br />in the application. An approved adjustment to a standard pursuant to <br />provisions beginning at EC 9.8015 of this land use code constitutes <br />compliance with the standard. <br />The above findings demonstrate compliance with applicable standards explicitly addressed in this <br />application. No adjustment to standards are requested or needed. Based on these findings, this <br />criterion is satisfied. <br />8.3 S-RP Riverfront Park Special Area Zone Development Standards <br />Demonstration of compliance with the S-RP developments standards is not an explicit requirement <br />of the Conditional Use Permit or Willamette Greenway Permit approval criteria. The proposal <br />addresses said criteria, to the greatest extent practicable, and in recognition of the nature of the <br />proposal, a Master Site Plan, in order to demonstrate that future development will be consistent <br />with development standards. <br />EC 9.3715 S-RP Riverfront Park Special Area Zone Development Standards. In order to <br />allow an overall development that is consistent with the purpose and intent of <br />the S-RP Riverfront Park Special Area Zone as well as its unique location <br />adjacent to the Willamette River and Millrace, the following development <br />standards shall prevail. In the event the development standards here conflict <br />with the general standards of this land use code, the standards provided here <br /> <br />supersede any conflicting provisions. <br />(1) Parking Requirements. The parking requirements for new construction <br />provided here attempt to balance encouragement of use of alternative <br />travel modes with the need for automobile storage; more parking than <br />the minimums specified here may need to be provided.
