UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />Department of Fish and Wildlife shall also be protected. <br />As noted, the majority of the subject site is within the Willamette River Greenway, a natural asset, <br />as identified in the . The Willamette River is <br />Metro Natural Assets & Constraints Working Papers <br />adjacent to the site and is identified as a Goal 5 Water Resource by the <br />Goal 5 Water Resource <br />. As identified on the <br />Conservation PlanAdopted Protection Designations for the Eugene Goal 5 <br /> dated November 14, 2005, the <br />Wetland, Riparian, and Upland Wildlife Habitat Inventories Map <br />Willamette River is categorized a Category A Stream. All parcels within the subject site that abut <br />the Willamette River have /WR Water Resource Conservation overlay zoning. Pursuant to EC <br />9.4920(1)(c)(1.), Category A streams with a distinguishable high bank have a 100 foot setback <br />applied to top of bank (TOB) as part of the /WR overlay zoning. The proposed amendments do not <br />change protections established by the 100-foot /WR conservation setback in EC 9.4920(1)(c)(1.) or <br />affect inventoried Goal 5 Water Resources. <br />In order to support wildlife habitat, the proposal draws from the findings of the <br />Riparian <br />(Exhibit B), which found several key sensitive aquatic <br />Assessment and Management Report <br />species, and rare species historically documented within one mile of the site: <br />Sensitive Aquatic Species <br /> Chinook salmon () Ã federally threatened (Federal ESA) <br />Oncorhynchus tshawytscha <br /> Chinook salmon () Ã federally threatened (Federal ESA) <br />Oncorhynchus tshawytscha <br /> Steelhead () <br />Oncorhynchus mykiss <br /> Steelhead () <br />Oncorhynchus mykiss <br /> White sturgeon () <br />Acipenser transmontanus <br /> Western brook lamprey () <br />Lampetra richardsoni <br /> Pacific lamprey () Ã species of concern (Federal ESA) <br />Lampetra tridentate <br /> <br />Rare Species (ORBIC) <br /> Western pond turtle () Ã sensitive critical (State ESA) <br />Actinemys marmorata <br /> Retrorse sedge () <br />Carex retrorsa <br /> Painted turtle () Ã sensitive critical (State ESA) <br />Chrysemys picta <br /> Townsend's big-eared bat () Ã sensitive critical (State ESA) <br />Corynorhinus townsendii <br /> Bald eagle () Ã sensitive vulnerable (State ESA) <br />Haliaeetus leucocephalus <br /> Bradshaw's lomatium () Ãendangered (State ESA) <br />Lomatium bradshawii <br /> Oregon chub () Ã sensitive critical (State ESA) <br />Oregonichthys crameri <br /> Bull trout (Coastal population) () Ã sensitive critical/vulnerable (State ESA) <br />Salvelinus confluentus <br />There are no other documented occurrences of sensitive or rare wildlife species within the subject <br />site. Per the report findings, the site contains the appropriate aquatic, upland, and riparian habitat <br />to support all eight of the rare species listed above. However, significant on-site habitat for <br />riverbank species is limited to the riparian corridor and is shown on Sheets L02 Site Plan and S01 <br />Existing Conditions (Exhibit A). Additional measures that can improve the habitat and subsequent <br />proliferation of historically-present species, as well as generally improve the river corridor include <br />the aforementioned restoration techniques in C.31. There has not been any other subsequent <br />determinations of significant sites on the subject property.
