The Trip Generation Manual, 4 Edition (1987), relied on student population to <br />estimate vehicle trips to a University land use, whereas square feet of gross floor area was used to <br />estimate vehicle trips for the Research Center land use. Studies of universities were so limited (only <br />five) that caution was offered in the use of the data and only daily trip generation was provided. By <br />contrast, a range of 14 to 18 studies were available for the Research Center land use that allows <br />estimates of daily, AM peak hour and PM peak hour trips. <br />Enrollment at UO in 1987 was approximately 17,600 students and the campus had approximately <br />4,919,000 gross square feet of development. This suggests a ratio of 3.578 students per 1,000 gross <br />square feet of building area. Applying this ratio to the 1989 Long-term Development Plan produces an <br />estimate of approximately 4,300 to 6,450 net new students in the 1.2 to 1.8 million square feet of <br />planned development. UO no longer emphasizes research and <br />development activities as the primary use for the North Campus, but foresees it as one of many <br />activities that will occur. The 2018 North Campus Master Plan anticipates a similar range of uses that <br />already exist on the campus.
