TECHNICAL MEMORANDUM
University of Oregon North Campus Plan

Initial Trip Generation Estimate
January 29, 2018 Project #:21562
Date:
Colin McArthur
To:
Phill Worth; Diego Arguea, PE; Ellen Moshier, PE, EVP SP
From:
On behalf of the University of Oregon (UO), Kittelson & Associates, Inc. (KAI) has prepared a preliminary
trip generation analysis for the North Campus Plan. Long-range planning for this area of the campus
anticipates the potential for approximately 1.12 million square feet of net new development. Uses that
could result from this development are indicative of the campus as a whole and include a range of
university activities, such as, but not limited to, academic, research, student life, residential, and
recreational.
BACKGROUND
UO secured approval from the city of Eugene to develop between 1.2 million and 1.8 million square
feet on the North Campus in 1987-89. The uses considered at that time were primarily oriented toward
research and development activities that complemented the university. This memorandum provides a
trip generation estimate for this prior approval and for what is now being proposed by UO, in order to
support a comparison of impacts.
TRIP GENERATION
Trip generation was estimated using the Institute of Transportation Engineers (ITE) Trip Generation
th
Manual. The manual is updated on a regular basis, with the 4 edition being in effect in 1987 and the
th
10 edition now in effect. The Trip Generation Manual is a compilation of actual trip generation studies
of existing developments conducted since the 1960s. This standard reference is used by the city of
Eugene to estimate the anticipated vehicular trip generation of a proposed development and inform
decisions regarding the type of transportation analysis necessary to determine the adequacy of public
facilities and the impacts of proposed development.
1987-89 Long-term Development Plan
Land uses such as universities (Land Use Code 550 University/College) and research centers (Land Use
Code 760 Research Center) are among the uses studied and reported in both editions of the Trip
