Capital Hill PUD Page 18 of 67 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 (Revised:June 19, 2017, August 22, 2017) <br />Different than a traditional lot-by-lot development, the Capital Hill PUD design provides the following <br />amenities not typically found in a traditional neighborhood. <br />• Large common open spaces <br />• Clusters of preserved trees <br />• Separation between buildings <br />• Privacy <br />• Protection of views into the site <br />• Access to nature <br />• Diversity in lot size and potential for building type. <br />In this manner, the proposed Capital Hill PUD exceeds the quality of any traditional lot-by-lot <br />development, which do not typically conserve the positive qualities of the existing site or create open <br />space within the development. <br />The Capital Hill PUD site, as it is proposed, meets the purpose of the PUD criterion as stated above. <br />EC 9.8305 Applicability. PUD provisions shall be applied when any of the following conditions exist: <br />(1) The proposal is subject to review and approval through the PUD process according to adopted <br />refinement plan, including but not limited to, property within the boundary pf the South Hills Study <br />where all or a portion of the development site is: <br />(b) On property above 701 feet in elevation <br />The entire property is above the 701 foot elevation, therefore the PUD criteria apply. <br />EC 9.8310 Tentative Planned Unit Development General Application Requirements. <br />(1) Ownership. The area included in a proposed PUD shall either be under single ownership or common <br />development control. The application shall include all contiguous property under the same ownership <br />or development control, shall be signed by the owner of the property, and include such related <br />information as prescribed by the planning director... . <br />The area included in the PUD is under common development control by the client. The application is <br />signed by the owner of the property. <br />(2) Project Coordinator and Professional Design Team. The tentative PUD application shall identify <br />the PUD project coordinator and the professional design team and certify compliance with the <br />following: <br />(a) Project Coordinator. The project coordinator shall: <br />1. Be the liaison between the applicant and the city. <br />2. Ensure that the required plans are prepared and executed according to any required <br />conditions. <br />3. Either be a member of the American Institute of Certified Planners or licensed in the state of <br />Oregon to practice architecture, civil engineering, or landscape architecture. <br />The project coordinator, Schirmer Satre Group, is licensed to practice landscape architecture in <br />the State of Oregon. <br />(b) Professional Design Team Designation. Unless waived by the planning director, the professional <br />design team shall consist of at least the following professionals: <br />1. Oregon licensed arborist. <br />2. Oregon licensed architect. <br />3. Oregon licensed civil engineer. <br />4. Oregon licensed landscape architect. <br />5. Oregon licensed land surveyor. <br />See project team on Cover Sheet to plan set and at beginning of this written statement. <br />(c) Plan Certification. Certification of the services of the professionals responsible for particular <br />drawings shall appear on those drawings.
