Capital Hill PUD Traffic Safety Analysis <br />(Revised) May 17, 2017 <br />for the proposed new and to be widened streets, given the applicable roadways will <br />continue to serve less than 750 ADT. <br />• Based on collected traffic volume data and a comparison to the City of Eugene's ADT <br />thresholds, the existing levels of traffic on Capital Drive could support up to roughly 490 <br />new daily vehicle trips near the intersection of Spring Blvd before a eider street paving <br />width would be required based on an ADT that exceeds 750 daily trips. Traffic volumes <br />on Capital Drive generally decrease from Spring Blvd toward the dead end at Hendricks <br />Park. <br />• Based on published national average trip generation rates (ITE), the proposed post <br />development traffic conditions could generate up to 327 new vehicle trips during a <br />typical 24-hour weekday period. Collected traffic data was analyzed and it was <br />determined that the current trip generation rate for existing residences is approximately <br />4.53 trips/unit/day. The actual traffic generated by the site during the post development <br />full build-out conditions is expected to be consistent with the current types and levels of <br />traffic serving the existing residences in the neighborhood, which would result <br />approximately 168 new vehicle trips/day based on the derived rate. <br />• Based on the ITE rates, the post development conditions at the site at full build-out <br />would generate up to the 29 AM peak hour trips and up to 38 PM peak hour trips. The 29 <br />AM peak hour trips would result in one vehicle trip every two minutes during the highest <br />morning one hour period. The 38 PM peak hour trips would result in approximately 3 <br />new vehicles trips every 5 minutes. <br />• No measurable congestion from an engineering standpoint will result from these levels <br />of new traffic generated by the proposed development. <br />• Connectivity standards are met with this application, as connections to existing nearby <br />local streets was demonstrated to be infeasible due to topographical constraints. <br />The following recommendations are made and should be considered with or without the <br />proposed development: <br />• Off-site constructed improvements generally meet the city's standards with the <br />exception of one area where the city allows on-street parking fronting 2625 to 2635 <br />Capital Drive. In this location, it is recommended the city traffic engineer consider <br />removing the on-street parking to better accommodate emergency vehicle access, to the <br />existing homes on Capital Drive and the surrounding areas, with or without the proposed <br />development. <br />• A minimum width curbside sidewalk is recommended to be constructed on Capital Drive <br />from Alta Vista Court to the end of the roadway with or without the proposed <br />development, and it is recommended that the City of Eugene work with private property <br />owners to construct the sidewalk at private property frontages off-site. <br />© Branch Engineering, Inc. <br />Page 1 17 <br />
