Capital Hill PUD Traffic Safety Analysis <br />(Revised) May 17, 2017 <br />4.0 Conclusion and Recommendations <br />The proposed Capital Hill Planned Unit Development does not require a traffic impact analysis <br />based upon the trip generation applicability of City of Eugene Development Code section (EC) <br />9.8670(1) based on traffic generated by the site. To determine if a traffic impact analysis could <br />be required for traffic safety conditions per EC 9.8670(2), the existing level of traffic safety and <br />crash history was evaluated at existing and proposed site driveway intersections and the full <br />length of Capital Drive from Spring Blvd to Hendricks Park where there is expected to be a slight <br />increase in traffic in the post development build-out traffic conditions. <br />The review and analysis herein indicates that the addition of post development traffic will not <br />significantly adversely impact existing levels of safety for road users - including bicycles and <br />pedestrians - or create unsafe travel conditions. Existing hillside topographical features of the <br />roadway were determined to limit the feasibility of constructing sidewalks (setback or adjacent) <br />and/or widening on either side of the street. <br />The engineering review of nearby traffic safety conditions concludes the following: <br />• The available crash data from ODOT/DMV for the most recent five-year period at the <br />intersection of Capital Drive at Spring Blvd and for the segment of Capital Drive from <br />Spring BLVD to the end of the road at Hendricks Park and did not include any reported <br />crashes. Therefore, there is no significant crash history. No crash reducing measures are <br />necessary to accommodate the traffic generated by the proposed development. <br />• All traffic speeds recorded during traffic count collection periods were below 30 MPH <br />and over 90 percent of recorded traffic speeds were traveling below 25 MPH. The posted <br />and statutory speed on Capital Drive is 25 MPH. No speed reducing measures are <br />necessary to accommodate the traffic generated by the proposed development. <br />• Safe intersection sight distance at proposed development access locations can be <br />achieved by minor trimming of vegetation and trees within the line of sight from the <br />observation points of existing and proposed site driveways that will facilitate traffic <br />resulting from development on the site. <br />• There are currently adequate stopping sight distances provided on each of the <br />approaches to the existing and proposed site driveways. <br />• The proposed improvements at the site's frontage on Capital Drive and the proposed <br />new private street on the site will be improved to meet the City of Eugene's minimum <br />standard street paving width (where applicable) for the low volume local residential <br />street functional classification criteria identified in on page 36 of Appendix E of the <br />current (2016) Public Improvement Design Standards Manual (PIDSM), the August 1996 <br />Eugene Local Street Plan, and the November 1999 Design Standards and Guidelines For <br />Eugene Streets, Sidewalks, Bikeways and Accessways. The existing paved roadway width <br />on Capital Drive is adequate for fire equipment transport from Spring Blvd to the site. <br />All proposed streets meet current city of Eugene local street standards and are <br />appropriate for the level of traffic projected to be generated by the proposed <br />development. <br />• The City of Eugene's identified minimum standard street paving width for a low volume <br />residential local street including the proposed 21-foot roadway section, is appropriate <br />© Branch Engineering, Inc. <br />Page 1 16 <br />
