Capital Hill PUD Traffic Safety Analysis <br />(Revised) May 17, 2017 <br />parking is not adequate to safely pass a fire truck in the event of evacuation of the hillside. <br />Approximately 10 to 11 feet of clear passage was measured at approximately 2625 to 2635 <br />Capitol Drive where on-street parking currently occurs. This existing condition can be remedied <br />by the residents fronting that portion of Capitol Hill Drive applying to the City Traffic Engineer <br />to remove the on-street parking and make the street meet local street standards and be safe for <br />fire truck access. There are few, if any, locations where on-street parking should be permitted <br />on Capital Drive. Further evaluation of the on-street parking related to fire access is <br />recommended with or without the proposed development of Capital Hill PUD. <br />The section of Capital Drive north of Cresta De Ruta Street to the end at Hendricks Park and the <br />new street/loop to be constructed on the site to serve new and existing parcels are planned to be <br />improved implementing the City's standard of a 21.0-foot minimum paving width in accordance <br />to the City of Eugene's Public Improvements Design Standards Manual (PIDSM), as identified for <br />local residential streets in Appendix E. This is an appropriate street standard for local residential <br />streets with less than 750 ADT in Eugene. <br />The existing condition at the top of Capital Drive includes a dead-end roadway with no <br />emergency vehicle turn-around provisions and widths significantly narrower than fire access <br />lane requirements. The proposed development will provide standard emergency vehicle turn- <br />around accommodations and will widen all roadways fronting their property to meet city <br />standard street sections, improving emergency vehicle access to the neighborhood. <br />3.6 Street Connectivity <br />To determine if the proposed site and roadway conditions comply with the City of Eugene street <br />circulation and connectivity standards, a reference was made to City of Eugene Development <br />Code, section 9.6815. To demonstrate consistency of proposed onsite private street and existing <br />public street layouts with the purpose and intent of the Street Connectivity Standards of EC <br />9.6815(1), EC 9.6815(2) is provided and discussed below with narrative: <br />9.6815(2) Street Connectivity Standards <br />(a) All streets and alleys shall be public unless the developer demonstrates that a <br />public street or alley is not necessary for compliance with this land use code or the <br />street connectivity standards of subparagraphs (b) through (f) of this subsection. <br />Finding: The proposed new street to be provided on the site will be privately owned <br />and maintained and will comply with subparagraphs (b) through (f) of 9.6815(2). <br />(b) The proposed development shall include street connections in the direction of all <br />existing or planned streets within 1/ mile of the development site. The proposed <br />development shall also include street connections to any streets that abut, are <br />adjacent to, or terminate at the development site. <br />Finding: The nearest street to connect the north end of Capital Drive to is Highland <br />Street, which is approximately 160 feet to the northwest, across land designated as <br />the City of Eugene's Hendricks Park. The 160 feet linear distance also has <br />approximately 40 feet of elevation difference (25% downgrade) from Capital Drive to <br />Highland Street. On the west side of the site, the proposed onsite private roadway is <br />located with the Ribbon Trail Park in between the site and Floral Hill Drive.
