In some areas, neighboring properties were not required to construct their <br />frontage sidewalks during prior development applications. <br />The development proposal includes construction of curbside sidewalk and widening the existing <br />paved width of the entire site's frontage on Capital Drive from Cresta De Ruta Street to the end <br />of Capital Drive at Hendricks Park. In areas where the 21-foot <br />minimum paving width is not constructed, there are currently No Parking signs and/or yellow <br />paint installed on the curb to designate some of the narrower portions of the road as no parking <br />zones in most locations. Areas of Eugene including the recently reconstructed Crest Drive, have <br />been built to a similar street standard of roughly 18-feet in width (exceeding the 14-foot <br />minimum travel lane identified in the local street plan), when on street parking is prohibited. <br />After careful evaluation following a neighborhood campaign that Capital Drive is not safe, it has <br />been determined that the neighbors are correct with respect to one identified location.
