Capital Hill PUD Page 42 of 67
Planned Unit Development Application - Tentative Stage - Written Statement
March 3, 2017 Revised:June 19, 2017
There are no plans to extend Capital Drive in the future.
See answer to (1) above.
(3) There shall be no cul-de-sacs more than 400 feet long from the centerline of
the intersecting street to the radius point of the cul-de-sac bulb.
There are no cul-de-sacs proposed.
(4) Pubic accessways to provide safe circulation for pedestrians, bicyclists and emergency
vehicles shall be required from a cul-de-sac or emergency vehicle turnaround longer than
150' in length when measured from the centerline of the intersecting street to the radius
point of the cul-de-sac or to the center point of the emergency vehicle turnaround.
There are no cul-de-sacs proposed. An emergency vehicle turnarounds is proposed
between lots 1 and 2.
(5) As a part of a Type II of Type III process, an exception may be granted to the requirements
of (1), (3) and (4) of this section because of the existence of one or more of the following
conditions:
(a) Physical conditions preclude development of the connecting street. Such conditions
may include, but are not limited to, topography or likely impact to natural resources
areas such as wetlands, ponds, streams, channels, rivers, lakes or upland wildlife
habitat areas, or a resource on a National Wetland Inventory or under protection by
state or federal law.
An exception is being requested to sections (1), (3) and (4). Physical conditions
preclude development of the connecting streets. Connecting the terminus of Capital
Drive with the terminus of Highland Drive would require constructing a road on slopes
that are a minimum of 30%, too steep for fire access.
A connection deep into the park to Fairmount Boulevard would also require traversing
slopes too steep for fire access, as well as likely to be extremely unpopular with the
community.
EC 9.6830 Intersections of Streets and Alleys
(1) Angles
(a) Streets and alleys shall intersect one another at an angle as near to a right angle as
practicable considering topography of the area and previous adjacent layout.
Cupola Drive is proposed as shown on the Site Plan. Intersections are wide enough to
accommodate appropriate fire radii (30' inside and 50' outside). The private street has
been located where a private access drive already exists and is located where an existing
driveway is currently constructed. These locations were considered the least impactful to
the site and provide visibility and a safe intersection. See attached Traffic Analysis.
The southernmost intersection of Capital Drive and Cupola Drive allows a car traveling
north from Capital onto Cupola Drive to make an easy right hand turn. A car traveling south
from Cupola Drive can orient themselves 90 degrees to the street as a result of the large
radius at that intersection, which addresses existing and potential safety concerns.
The northernmost intersection of these 2 streets provides a smoother right turn for those
going north on Capital to Cupola Drive, as well as clear visibility if continuing to the
terminus of Capital Drive.
Cars exiting Cupola Drive at that intersection and traveling south have clear visibility for
any cars coming from the terminus of Capital Drive.
(2) Offsets The minimum intersection offset shall be 100 feet on a local street, 200 feet on a
collector street. And 400 feet from and arterial street unless adjusted through the process for
adjustments to standards EC 9.8030 (12)(c) Offsets shall be measured from the center lines of
the two intersecting streets.
Schirmer Satre Group • 375 West 4 m Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540
