The map "Subarea P4.5: Site Characteristics of Unconstrained Land" shows the remaining / <br />unconstrained land in Subarea P4.5 with the following site characteristic elements displayed: <br />Dismissal of sites that are more than 1 mile by road from access to a State Designated Freight Route <br />The nearest State Designated Freight Route to Subarea P4.5 is Highway 126. All remaining land <br />under consideration in this subarea is more than one mile from Highway 126 except small <br />pockets of land in the three more northwestern tax lots.39 <br />Dismissal of land that could not accommodate one of the following sites on a contiguous area comprised <br />of one or two tax lots: <br />• an industrial site of 75 acres or larger (Eugene needs to add 2 such sites) <br />• an industrial site of between 50 and 75 acres (Eugene needs to add 3 such sites) <br />• an industrial site of between 20 and 50 acres (Eugene needs to add 2 such sites) <br />• an industrial site of between 10 and 20 acres (Eugene needs to add 4 such sites) <br />This subarea is divided into many small lots in a diversity of ownership. The sites are fragmented <br />by the constraints identified in the previous section. None of the remaining land in this subarea <br />Aftk City of Eugene Urban Growth Boundary Study <br />Industrial Land Evaiuatlon <br />Subarea P4.6: Exteirt <br />is of sufficient size to accommodate any of the <br />needed industrial sites. <br />Subarea P4.5 Summary. It is composed of 961.2 acres <br />of fourth priority land. The land in this subarea is <br />designated as either Forest or Agriculture. <br />(a) Dismiss Candidate Land with <br />"Development Constraints" - Factors <br />that Temporarily or Permanently <br />Limit or Prevent Use of Land to <br />Address the Identified Industrial Land <br />Deficit <br />" Were they not discarded for distance from a Freight Route, the remaining sites would be discarded for <br />insufficient size to meet the identified site characteristics. <br />Appendix B to Findings May 2017 Page 82 <br />
