City of Eugene Urban Growth Boundary Study <br />' Industrial Land Evaluation <br />Subarea P2.9: Development Constraints <br />The map "Subarea P2.9: Development <br />Constraints" shows the development <br />constraints present in Subarea P2.9. <br />See constraint maps, in Section ILb <br />above, showing the location of each <br />development constraint throughout <br />study area. Some land in the P2.9 <br />subarea has more than one type of <br />development constraint. The map <br />"Subarea P2.9: Development <br />Constraints" is a visual representation <br />of the following information: <br />Dismissal of Land with Slopes in Excess <br />of 5 Percent Grade <br />The United States Geological Survey's <br />10-meter digital elevation model <br />shows that 8.8 acres of the land in <br />Subarea P2.9 (less than 1 percent) are <br />constrained by slopes greater than 5%. <br />Dismissal of Land within FEMA Flood <br />Zones (Special Flood Hazard Area) <br />139.8 acres of the land in Subarea P2.9 <br />(6 percent) are constrained by the <br />FEMA mapped Special Flood Hazard <br />Area. <br />66.8 acres of the land in Subarea P2.9 (3 percent) are constrained by Lane County Goal 5 <br />protections. <br />Dismissal of Land with Existing Uses /Development that makes Industrial Redevelopment Highly Unlikely <br />in Planning Period <br />Thirty (30) tax lots totaling 2,209 acres in Subarea P2.9 (97 percent) have existing uses or <br />development that makes it highly unlikely that, if added to the UGB, the sites would be <br />redeveloped for industrial uses. These tax lots are committed to use by the Eugene Airport, an <br />important transportation facility for the region. <br />Summary of Development Constraints <br />In all, 2,227.6 acres of the land in Subarea P2.9 have one or more development constraints <br />("factors that temporarily or permanently limit or prevent the use of land for economic <br />development" per OAR 660-009-005(2)).
